We are looking to recruit a Regional Project Coordinator for the Governance and Transparency Fund (GTF) Programme in South Asia. This programme was launched in October 2008 and will be concluded in September 2013.

Salary: Around INR 9.00 Lakhs per Annum
Location: Hyderabad, India

This position holder has a vital role to play in managing FANSA’s GTF Programme in India and Bangladesh. This initiative in South Asia is part of a global programme being implemented in 16 countries. The programme has already generated very valuable results and learning. Thus the position gives very exciting opportunity of learning and contributing to the process of improving governance in WASH (Water, Sanitation and Hygiene) sector. The position involves supporting and monitoring the work of five grassroots organizations who have been actively engaged in community empowerment based approaches of improving WASH services. The position also involves the role of integrating and transferring the learnings of GTF programme into the work of FANSA (Fresh Water Action Network South Asia) in Bangladesh, India, Nepal and Pakistan and at the South Asia Regional level.

This post involves the opportunity to travel to the work sites of local partners in India (Andhra Pradesh, Jarkhand and Odisha) and Bangladesh. For other purposes such as sharing the learning, highlight the achievements, etc. the post holder may have to travel to places with in India, Bangladesh and other countries.

Job Purpose:
The Freshwater Action Network South Asia (FANSA) aims to improve governance in WASH sector by strengthening the role of civil society in decision-making. FANSA works towards empowering civil society organizations to engage effectively and influence water governance towards the realization of the right to water and sanitation for present and future generations. FANSA is a member of FAN consortium which is a global network of people implementing and influencing water and sanitation policy and practice around the world. Currently FANSA has national level networks in Bangladesh, India, Nepal and Pakistan and plans to expand or linkup with existing civil society networks in other South Asian countries. In partnership with FAN Global and WaterAid-UK, FANSA is implementing DFID funded Governance and Transparency Fund Programme.

The Governance and Transparency Fund (GTF) is a five year programme funded by the DFID for developing Southern Civil Society Advocacy in Water and Sanitation in Sub-Saharan Africa, South Asia and Central America. The preparatory phase of the programme commenced in October 2008 and was fully launched in July 2009. The purpose of the GTF programme is “To increase the capacity of the Civil Society in 16 countries in Asia, Africa and Central America to engage in effective evidence-based dialogue with decision makers in water and sanitation”.

The GTF Regional Project Coordinator aims to provide support to the participating partners in the South Asia region. He/she will coordinate all the programme activities of five NGO partners (four in India and one in Bangladesh). He/She will provide support in the areas of planning, monitoring delivery of planned results and documenting the learnings. He/she will also assist the partners in conceptualizing programmatic areas and prioritizing detailed tasks in the area of advocacy actions. He/she will follow up with the partner agencies for timely submission of project reports and expenditure details in the prescribed formats at pre-determined frequencies and compile them as a regional document for onward submission to WaterAid UK.

The post holder will also work with other colleagues to support the integration of key learning from the GTF Regional Programme into the broader FANSA programme approach. As a key member of the FANSA Secretariat he/she will share the responsibility of strengthening FANSA which include strategic planning, fund raising and representing FANSA’s work in the key events concerning WASH sector.

Detailed responsibilities:
The responsibilities of the GTF Regional Project Coordinator are detailed out below. This is not an exhaustive list. Since the program is still evolving some new responsibilities may be added and some of the currently envisaged responsibilities may become redundant, depending on the need of the programme and demand from the partner agencies.

Program Planning:
1. Basing on the partners experiences so far and the GTF Mid Term Review findings, strengthen the FANSA strategy for implementing GTF programme in South Asia.
2. Assist partner agencies in Annual Project Planning and planning for achieving the overall objectives and expected out puts by the end of the project.
3. Strategic support and guidance to partners to develop realistic plans for sustaining the change process of this project beyond the current project period.
4. Respond to the queries of partners on program planning and specific activity related issues and provide guidance as and when required.
5. Provide programmatic and thematic guidance to partners in finalizing their activity plans.
6. Assist partner agencies in finalizing their agency-specific LFAs (Log Frame Analysis) and periodically reviewing them.
7. Ensure project plans of all partners are within the framework of the MoUs (Memorandum of Understanding), signed by each of the partners and assist partners in complying with MoU requirements.
8. Compile regional planning documents, including budgets, share with the GTF Manager and FAN Advocacy & Learning Manager in UK, for their feedback and suggestions.
9. Co-ordinate with FANSA Regional Coordinator and ensure cross linkages, mutual learning, collaborations and coherence of activities between FANSA larger advocacy work and GTF partners work.
10. Support GTF partners to develop a strategy that links into a larger FANSA strategy.
11. Ensure synergistic relationship in global, regional and local level activities.
12. Ensure that high quality documentation for dissemination of the learnings, experiences and achievements of GTF project work in the region is incorporated in plans.

Programme Implementation:
1. Provide program implementation related support to partners based on specific demands.
2. Guidance and support to partners in implementation of the Mid-Term Review findings and recommendations of the GTF Programme.
3. Assist the partner agencies in defining, periodic review and monitoring their Outcomes, Indicators, Project Activities and Expenditures.
4. Critically analyse the outputs of GTF programme for local, regional and global policy and advocacy action by partners and proactively share learning from partners at every level.
5. Carry out periodical field visits, conduct joint reviews with partners and resolve implementation related problems and make necessary amendments/corrections in the budgets, duly following the approval process.
6. Participate in programme related dialogues, meetings and workshops. Provide support in the preparation and finalization of programme related documents.
7. Liaison with WaterAid-UK, India and Bangladesh for the overall purposes of effective programme management.

Monitoring and Learning:
1. Extend support in monitoring partner field activities and ensure internal monitoring standards and practices are adhered to.
2. Develop and standardize Monitoring and Learning guidelines to be followed by all partners.
3. Assist external consultants and WaterAid resource persons in carrying out mid-term and project end evaluation.
4. Ensure legal and statutory compliance by all partners and associated project persons.
5. Ensure cross learning between GTF partners in south Asia, FANSA and GTF partners and across the overall GTF programme.
6. Document all lessons learnt and ensure that they are reflected in the subsequent program activities

Accounting and Expenditure Management:
1. Identify deviations in expenditure levels vis-à-vis budgets and in accounting procedures. Bring any major deviations to the notice of the Convener and take corrective actions. Guide, support and coordinate with Manager Finance on financial matters concerning the GTF Programme.
2. Ensure the accounts related deliverables are met on time and are in line with the prescribed WaterAid standards.

Capacity Development:
1. Develop advocacy action capacity development guidelines and conduct relevant training programs for partners.
2. Assist partner agencies to carry out needs assessment exercises for their own capacity development as well as for participating communities at various levels.

Reporting and Documentation:
1. Be responsible for all regional level documentation on programme related issues.
2. Prepare guidelines for partners to submit periodical (Monthly, Quarterly and Annual) progress reports.
3. Compile regional level progress reports, submit to FAN / WaterAid and incorporate their suggestions. Provide feedback to partners on key issues in reporting.

Person Specification:
Essential
• Post graduate degree in Social Work, related Social Science disciplines, development planning or rural development.
• In-depth understanding of issues affecting the water and sanitation sector in the region; preferably in the program states in India and Bangladesh.
• Experience of participatory development approaches with local organisations
• Experience of working in research and advocacy roles.
• Ability to collect, synthesize and analyze program related information and draw meaningful conclusions.
• Demonstrable skills in report writing and documentation.
• Excellent communication skills, both verbal and written.
• Proven skills in problem solving and sound decision making.
• Good understanding of project accounting systems.
• Willingness to undertake extended travel to project locations.
Desirable
• At least 10 years of post-qualification experience in project implementation with advocacy actions and influencing as an integral component of the project.
• Sound administrative and office management skills.
• Ability to work with a range of organizations, government officials, and civil society at all levels.
• Ability to work under pressure.
