Reports to: Director of Programs

Line Management: Program Development Officer, M&E and Organizational Development Officer

Location of position: Port-au-Prince, Haiti

NOTE: Only candidates that are fluent in both French and English with strong writing skills in the two languages will be considered for this position.

Description:

The Program and Organizational Development Manager calls for a highly effective international development professional to support the organization. As part of a dynamic team, s/he will be in charge of facilitating the strategic planning of the organization, identifying key opportunities for growth in support of the organization and the Haitian government’s development strategy. Importantly, s/he will be responsible for the grant development efforts of J/P HRO to a wide range of stakeholders and lead the preparation of competitive proposals. S/he will oversee the monitoring and evaluation of project results and ensure proper reporting to J/P HRO’s donors. Acting like an internal consultant, s/he will also be leading internal analyses and spearheading organizational development efforts across departments.

Responsibilities:

Strategic planning:

Analyze the political, social and economic factors affecting the environment in which J/P HRO operates Clarify the core information needs of management and provide relevant and timely information to the Director of Programs and the Country Director; Organize and realize strategic planning workshops with the different departments; Devise coherent strategic plans that reflect the organization’s objectives.

Proposal Development:

Act as proposal team leader and/or writer for proposals Devise the work plans for proposal development, with detailed activities and schedules and ensure that schedules are adhered to Ensure collection of relevant information from the J/P HRO program teams for proposal preparation Coordinate with Finance staff and programs to develop budgets and facilitate discussions around costs and budgets Review competitive proposals for adherence to solicitation requirements Facilitate best and final offer negotiations, this may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets Develop tools that will enhance J/P HRO’s capacity to successfully bid on competitive solicitations

Monitoring and Evaluation:

Oversee the implementation of key performance indicators and deliverables for both new and established projects and their monitoring throughout the duration of the projects Lead the formulation of baseline measures and targets from new projects with the relevant departments Complete detailed evaluations of projects that have been realized Ensure the documentation of the lessons learned and best practices of the different programs

Organizational Development:

Lead the assessment of organizational and performance gaps within the different programs and present recommendations on corrective actions to the Program Managers; Conduct internal advisory projects to improve organizational performance, ensuring proper change management for long-lasting impact on J/P HRO’s activities; Assist programs in the creation and updates of their standard operating procedures; Participate in special projects, as needed; Complete other duties as assigned by the Director of Programs.

Qualifications:

Bachelor’s Degree in a relevant field (required), Master’s degree (desirable) Minimum of 5 years of work experience (required) Consulting background (desirable) Experience in writing in a professional setting in both English and French (required) Experience in drafting proposals for major development agencies such as CIDA, ECHO, USAID, World Bank (desirable) Previous work in monitoring and evaluation (desirable) Previous work with non-governmental or international organizations (desirable) First-hand knowledge of the Haitian context (desirable)
