Regional Finance Manager
The American Red Cross is seeking a Regional Finance Manager to support its International Services Finance (ISF) unit. The ISF unit provides business intelligence and decision making support to its clients within the International Services Department (ISD). The incumbent will provide strategic business support for the Latin America and Caribbean (LAC) region and the Haiti Assistance Program (HAP). The incumbent will manage all federal grants compliance, accounting operations, reporting, budgeting, corporate policies and procedures, and internal controls related to financial activity within the LAC and HAP portfolios. Responsibilities:
Conduct monthly review of financial results for assigned lines of business. Proactively identify and implement opportunities to increase revenue, decrease costs, gain efficiencies, improve fiscal controls or improve operational capabilities within assigned lines of business. Lead, manage, and mentor assigned employees domestically and internationally to achieve desired results Provide analytical support for grant proposals and special reporting. Responsible for evaluating A133 compliance within assigned business line and implementation and monitoring of effective controls to mitigate those risks. Coordinate with Finance, ISD grants and contract staff and Corporate subject matter experts to ensure compliance with USG and other donor regulations. Manage assigned ad-hoc projects to achieve desired outcomes within resource constraints (e.g. time and money) Monitor the disbursement of funds for field operations and other International Services activities. Provide oversight and guidance for identifying, recording, and reporting financial transactions. Recommend and implement systems, controls, and procedures for recording program activities.
Qualifications: Bachelor's degree with a minimum of five years related experience including a minimum of three years supervisory experience required. International relief or development NGO experience strongly preferred. Strong knowledge of accounting principles, USG Grant Regulations, internal controls, and automated accounting systems required. Knowledge of spreadsheet and other software applications necessary. Experience in managing federal grant and contract compliance requirements, including OMB, Circulars A-110, A-122, and A-133. Exceptional organizational, analytical and team management skills are essential. Excellent verbal, written and interpersonal communication skills are necessary. Ability to deal effectively with internal and external ARC staff of all levels. Knowledge of American Red Cross programs, operations and the International Federation of the Red Cross (IFRC) is desired. Must have strong leadership skills in building and leading an effective team and in integrating financial and business analysis into effective program management. Spanish fluency is preferred. The position will require travel to Haiti, South America, Central America and the Caribbean.
