Operations Officer

LOCATION: Cambridge, MA or Arlington, VA

OVERALL RESPONSIBILITIES:

The Operations Officer manages operational support to their assigned country Operations Support Team(s) (OST). The Operations Officer ensures that the Country Operations Management Unit (COMU) receives timely and efficient operational support in accordance with MSH’s guiding principles of accountability, decentralization, empowerment, efficiency and effectiveness. The Operations Officer is the primary counterpart and home office partner of the COMU Director in selected countries.

The Operations Officer embodies MSH values and is cognizant of, and must adhere to, MSH’s procurement integrity standards.

SPECIFIC RESPONSIBILITIES:

COUNTRY OPERATIONS AND LIAISON (70%):

  1. Serve as the primary point of contact for assigned country OST(s)
  2. Coordinate COMU, Center and Project staff to plan and prioritize operational needs for all projects in the focus countries and
  3. Facilitate timely and effective solutions and outputs by all members of the OST.
  4. Monitor compliance with MSH policies and procedures for all assigned country operations.
  5. Monitor that budget approvals have been obtained from Projects’ signatories for all US-managed recruiting, contracting, purchasing, travel and other requests resulting in a project expense.
  6. Collaborate with country, projects and centers’ teams to implement proper systems for sharing operational costs and plans.
  7. Manage the operational aspects of the start-up and close-out phase of projects in focus countries, including the activities and scheduling of the start-up and close-out team. As appropriate, travel to the Country to assist.
  8. Oversee the support provided for staff and outside consultants’ logistics and travel.
  9. Serve as the primary liaison to the COMU Director in assigned countries to help facilitate solutions and ensure timely and strategic corporate guidance for effective and streamlined project implementation.
  10. Provide STTA as requested.

COUNTRY –WIDE PLANNING AND SUPPORT (20%):

  1. Provide input for, and monitor the implementation of country-wide procurement, staffing, STTA, operational, and management assistance plans. Analyze country-wide plans to identify cost efficiencies, synergies, and resource needs. Prepare reports as needed.
  2. Monitor project financial management and prepare country-wide financial reports as directed. Monitor country-wide financial trends and share analysis with appropriate staff.
  3. Assist COMU Director to follow up on audit recommendations.
  4. As necessary, participate in the design and implementation of training plans for key COMU staff.
  5. Support the development and implementation of country strategies and in any other business development initiatives.

CAPACITY BUILDING AND TRAINING (10%):

  1. Assist COMU Director to ensure COMU staffs receive ongoing appropriate training and mentoring by the respective functional experts on the OST or other parts of the MSH organization.
  2. Participate in the design of a standardized home office visit on boarding curriculum for Senior Country Staff, collaborating closely with Projects, Centers and Corporate Offices staff.
  3. Support the decentralization model of authority and accountability to the country office to strengthen capacity of country leadership, in coordination with the Chief Operating Officer, Centers and corporate offices.
  4. Collaborate with corporate office, COMU and Centers to identify best practices and develop templates and tools needed for efficient, standardized and streamlined operations both in the US and in the field.

QUALIFICATIONS:

  1. Bachelor’s degree required, master’s degree plus.
  2. Six years of operations experience with at least two years in international development required.
  3. Demonstrated programmatic, management, and interpersonal skills to effectively collaborate with other professionals and key stakeholders engaged in health care and international development work. 4.Experience in managing projects in compliance with US Government rules and regulations.
  4. Strong interpersonal skills; demonstrated ability in consensus building, and to constructively lead a team.
  5. Ability to work independently.
  6. Demonstrated managerial and supervisory skills.
  7. Demonstrated good judgment for decision making
  8. Demonstrated excellence in effective writing and verbal communication. (English required; language competency in French or Spanish is a plus).
  9. Demonstrated strong computer skills in all Microsoft Office applications, particularly in Excel.
  10. Availability to travel internationally, if needed.
