Overview :
1. INTRODUCTION
Botswana has recently conducted a Botswana Core Welfare Indicators Survey (BCWIS), for the period 2009-2010. The World Bank did preliminary work on the 2009-2010 BCWIS to develop consumption aggregates and a poverty line. Additional work is required to clean the BCWIS data and get it ready for analysis and dissemination to users. Of immediate particular interest is the basic poverty analysis and the preparation of an updated poverty profile for Botswana. This TOR lays out the tasks necessary to produce a comprehensive poverty profile and contrast it with the 2002-2003 and 1993-1994
profile, and to produce social safety net analytic tables.
2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Calculate Consumption aggregates based on 2009/10 BCWIS taking into account that for poverty measurement the objective is to make inter-household comparisons
Create regional food price (Strata level urban and rural) deflators based on corrected
consumption units. E.g.; convert consumption and expenditure units to litres for liquids and kilograms for solids as applicable.
Create Minimum Food basket using updated consumption quantities and price information and calculate the CBN food poverty line.
Recalculate the total poverty line taking into account that the update of consumption units and prices and the food poverty line will have an impact on the total poverty line.
Generate sensitivity analysis of TPL to various assumptions about the non-food share of the poverty line, including using the non-food share from the previous PDL.
Calculate the final BCWIS Weights for the analysis taking into account that some households will be dropped from the survey due to missing HH expenditures consumption data.
Replicate the steps above for 2003 data to make compatible consumption aggregates in order to create comparable poverty statistics, to produce trend comparing old methodology to new.
Run Adept Software (POVERTY and SOCIAL PROTECTION modules).
Train Statistics Botswana staff on use of ADePT.
Produce additional poverty cross-tabulations beyond ADePT.
Produce profile tables for orphans (poor, extremely poor, not poor).
3. QUALIFICATIONS AND EXPERIENCE
Post-graduate degree in mathematical programming, statistics, or economics. A PhD is an asset.
A minimum of seven years of progressively responsible and relevant experience in the field of poverty analysis, working on poverty issues; and proven track record of excellence in poverty analysis.
