Medical Coordinator (M/F) - Russia
MDM has been developing activities in Chechnya since the First War, which opposed federal Russian law enforcement forces and Chechen rebel movements. Since 1995 and until March 2009, MDM implemented several types of programs, almost continuously: war surgery, primary health care, mental health, drug supplying.
Аfter years of war the security situation has improved, although the region is still very unstable and risks of terrorist attacks or kidnapping (mainly of Chechen people) still exist. However the social and economical situation still is very poor and the authorities highly corrupted.
Consequences of the war on the health system are problematic for the population, in particular women. Indeed since bombings have stopped and security conditions improved, birth rate is continuously increasing, in a context of lack of appropriate infrastructure and where medical personnel is not sufficient, and skilled.
During past years of activities, MDM has developed a solid and reliable network of first rank doctors (« feldchers ») from rural health centers (« FAP ») in mountainous regions of Vedeno and Nojay Yurt regions particularly affected during the war. Relying on this network, MDM proposes to develop a reproductive health project focusing on : - reinforcement of medical personnel competences, in particular gynecologists, midwives and feldchers - health education for women on reproductive health issues.
TASKS AND RESPONSIBILITIES: Under the supervision of the General Coordinator, the Medical Coordinator will provide technical support to the Chechnya mission in order to ensure the quality of health needs assessment, medical contents of information tools, trainings and workshops curricula, and monitoring tools.
More specifically, the Medical Coordinator will be responsible for the following tasks:
• Needs assessment and collection of information on local context o Conduct a qualitative analysis of the main health problems of beneficiary population, based on interviews/observations/focus group with health professionals and patients, available data and reports of the health authorities or international organizations etc.; o Collect information on sexual and reproductive health in Chechnya o Mapping and assessing the capacity and the quality of medical assistance available in the regions of Vedeno and Nojay Yurt (women care, drug supplying)
• Finalizing the project logical frame In cooperation with the Medical consultant o Based on the needs assessment, refining the project objectives, expected results and activities o Defining the baseline and targets for each indicators and settle a monitoring plan
• Preparation of trainings and workshops In cooperation with Medical consultant : o Elaborating medical trainings curricula for targeted medical staff o Elaborating health education workshops’ curricula o Elaborating information tools for medical trainings and health education workshops for women
• Support to local staff o Supporting the mission team in the implementation of medical activities and the use of elaborated tools and co-lead the first cycle of medical training and workshop with project and field Medical consultant. oIf necessary providing support and training to Project coordinator and Medical consultant
• Advocacy o Supporting the General Coordinator in the identification of advocacy goals in the field of reproductive health and in the elaboration of advocacy strategies and actions
CONDITIONS OF EMPLOYMENT: Starting: ASAP Duration: 5 months (renewable) Contract: VOLUNTEER (French law) Monthly allowance: 915 euros / months (+ perdiem) Full time
SKILLS AND EXPERIENCE NEEDED: Gynecologist or midwife’s diploma Overall professional experience as a practitioner Experience in health education Previous experience in an international humanitarian mission desirable Previous experience in reproductive health humanitarian programs an asset
Languages: Fluent French (oral and written) mandatory English and Russian are an asset
