BACKGROUND Since the fall of the Saddam Hussein regime in 2003, Iraq has experienced significant displacement of households as a result of conflict among various factions within Iraq, peaking after the bombing of the Samara Shrine in 2006. An estimated 1.2 million people were displaced between 2003 and 2006. Furthermore, an estimated 1.6 million were internally displaced since 2006, most significantly in Baghdad, Ninewa and Diyala, in addition to high numbers displaced to other countries. Adequate shelter is a priority concern for more than half of IDP families (58%). The majority live in rented accommodation and are burdened with high rent prices. A significant population shelter with host families, or live in tents or makeshift shelters on the host families’ land. In addition, a large percentage of displaced families that cannot afford to rent, live in unplanned settlements, often in structures made from mud, sticks and other salvaged materials, or have occupied public buildings and former military camps. These families are threatened with forceful eviction with no alternative accommodation available. The Project “Initiating Durable Shelter Solutions for IDPS and Returnees in Baghdad aims foster agreement and build capacities Iraqi officials, representing Ministries of Displacement, Housing, Municipalities, Finance, Justice, Baghdad Mayorality and Baghdad Provincial Council, as well as civil society and district level stakeholders on how to address the long-term shelter needs of displaced people. The project develops consensus and necessary tools and legislation and in parallel initiates pilot projects in informal settlements populated significantly by people who have been displaced in Baghdad. The process of building consensus on long term shelter solutions builds on recent efforts to prepare a strategy for longer-term shelter solutions for people affected by displacement, facilitated by UN-HABITAT in partnership with Ministry of Displacement and Migration, and in collaboration with the above ministries, as well as UN agencies and NGOs. RESPONSIBILITIES Under the supervision of the Officer in Charge: Urban Governance Land and Housing (UGLH), UN-HABITAT Iraq Programme, the PM, based in Baghdad, will be responsible for the delivery of the Project “Initiating Durable Shelter Solutions for IDPs and Returnees in Baghdad.”

Within delegated authority, the Human Settlements Officer will undertake the following duties:

• Ensure the effective and efficient execution of the Project, within the limit of the allocated resources, by providing appropriate technical support to projects through project design, field visits, training and evaluation, coordination and monitoring activities related to the following areas: effective advocacy in order to reach consensus and commitment amongst Iraqi national /local government and civil society on settlement upgrading/ resettlement and other key processes; training of counterparts in relation to improving understanding on land tenure systems, human settlements finance systems and incremental housing construction; participatory urban planning – including assessing a range of potential pilot settlements for settlement upgrading / resettlement, advising on participatory planning approaches and overseeing the preparation of pilot settlement masterplans; collaboration with counterparts in the design of low-cost environmentally sound urban infrastructure and services; strengthened pro-poor human settlements finance systems, including restructuring the National Housing Fund in order to be able to provide housing finance to the target group. • Provide capacity development support through preparing knowledge tools including a range of project specific technical guideline documents and facilitating networking with partners and programmes contributing to the enhancement of the policy dialogues at UN-HABITAT. • Monitor, analyze and evaluate programme/ project development and implementation, reviewing relevant documents and reports, identifying problems and issues to be addressed and initiating corrective actions, liaising with relevant parties, ensuring follow-up actions. • Plan and facilitate workshops, and other interactive sessions and assist in developing the action plan the client will use to manage the change. • Research, analyze and present information gathered from diverse sources. • Generate survey initiatives, design data collection tools, review, analyze and interpret responses, identify problems/ issues and prepare conclusions. • Organize and prepare written outputs, e.g. draft background papers, analysis, technical guidelines, including updating the Housing Strategy document, in lieu of consensus reached amongst counterparts. • Initiate and coordinate outreach activities through conducting training workshops and seminars, making presentations on assigned topics/ activities and engaging with Iraqi media. • Coordinate activities related to budget funding (programme/ project preparation and submissions, progress reports, financial statements) and related documents/ reports (pledging, work programme, programme budget). • Recruit technical expertise in required fields. • Report to Donor, UN-HABITAT, UN Country Team (UNCT) in accordance with requirements, as well regular informal reporting through email and telephone communication. • Lead a project team of international and national staff and consultants • Manage, monitor, train and provide technical support to an International NGO partner

As a senior representative of UN-HABITAT’s Programme in Baghdad the PM will also be required to: • Represent UN-HABITAT at UNCT meetings in Baghdad • Support resource mobilization and efforts to secure a scaled up Baghdad urbanization programme with the support of Government of Iraq, World Bank and French Development Bank • Perform other duties in relation to the delivery of various projects under the Urban Governance, Land and Housing (UGLH) Pillar, including representing UN-HABITAT at inter-agency meetings, donor meetings and meetings with Government counterparts, as requested by OiC UGLH and Iraq Programme Chief Technical Advisor • Performs other duties as required.

Work implies frequent interaction with the following: Representatives and officials in national and local governments, non- governmental organizations and consultants. Officers and technical staff within UN-HABITAT Iraq Programme, technical advisors within UN-HABITAT headquarters, UNCT, UN Development Assistance Framework priority working groups.

Results Expected: The PM will be responsible for the delivery of the following results:

Expected Accomplishment 1: Improved effectiveness of Baghdad Provincial Council, selected local authorities and relevant institutions in addressing long term shelter requirements of IDPs/ Returnees and other vulnerable people living in unplanned settlements in Baghdad 1.1 Awareness of the Shelter Strategy raised amongst relevant institutions (MoCH, MoMD, MoMPW, MoJ, MoF, Baghdad PC, Amanat Baghdad) and select Baghdad districts 1.2 Consensus reached amongst relevant stakeholders on implementation modalities (GoI Central Gov’t Institutions, Baghdad Authorities, representatives of selected Baghdad districts and communities) 1.3 Detailed implementation plans developed for select districts and communities 1.4 Capacities of select municipal and community officials built on select topics related to gender sensitive, environmentally appropriate shelter solutions and planning, through three one-week in-service trainings 1.5 Minimum two specialized gender sensitive guidelines and tools developed to support project implementation (eg. relocation guidelines, land readjustment, settlement upgrading) 1.6 Gender sensitive legislative actions initiated to facilitate pilot project implementation (Executive Orders, by-laws, etc.) 1.7 Existing housing finance mechanisms adapted to suit the lending requirements of the target group 1.8 Menu of appropriate low-cost extendable housing designs, basic infrastructure options and related BoQs developed 1.9 Sustainable livelihoods supported through appropriate site identification and planning, and advocacy with Ministry of Labour and Social Affairs

Expected accomplishment 2: At least 800 IDP/returnee families reach long term shelter solutions through initiating key pilot projects that demonstrate settlement upgrading and sustainable resettlement; one or more of the three pilot projects listed below: 2.1. Minimum 200 IDP families occupying public buildings have durable shelter solutions through sustainable resettlement 2.2. 1 informal settlement, (population min. 250 families) upgraded, and regularized with secure tenure, improved shelter, infrastructure and basic services 2.3. 1 informal settlement/IDP camp (population min 350 families) with secure tenure, improved shelter, infrastructure and basic services 2.4. Monitoring, evaluation and exchange of lessons-learned

EDUCATION Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, sociology, economics or physical sciences, relevant to development and management of human settlements. A first level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

A minimum of 10 years of progressive experience in human settlements projects and programmes at national level, including at least four years of similar experience at the international level. Proven experience in human settlements development fields, informal settlement upgrading/relocation, pro-poor housing projects/ programme design and implementation with the UN or other international agencies is desirable.

LANGUAGE SKILLS English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English is required; knowledge of Arabic is an advantage

OTHER SKILLS Knowledge of technical cooperation and development issues is an advantage. Fully proficient in Word, Excel, PowerPoint, Email (Lotus Notes) and internet.

REMUNERATION There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement, and will be based on P5 monthly salary over the consultancy period.
