The Global Fund Local Fund Agent - Papua New Guinea

Health is an integral part of Crown Agents work with our expertise including grant management and fiduciary oversight, monitoring and evaluation, health systems strengthening and supply chain services. We deliver health services to a range of donor agencies including the Global Fund and UN agencies. Crown Agents is looking for the following personnel to assist the Global Fund to monitor the Global Fund grants in Papua New Guinea:

1) TEAM LEADER The team leader will coordinate and manage the work of the in-country team, which consists of health, financial, M&E and supply chain experts, to ensure the efficient management of the team’s effectiveness to assess and monitor the capacity of grant recipients to deliver grant funds and programs in PNG to fight AIDS, Tuberculosis and Malaria. Requirements: • At least 10 years of international management experience, preferably in the health, social or financial sector, with (i) strong project management skills, (ii) an in-depth knowledge of issues relating to project management in developing countries, and (iii) good writing and analytical skills. • A university/graduate degree in public health, finance, public administration, business administration, a social science or other relevant discipline. • Experience of managing large donor relationships such as The Global Fund. • Experience of managing stakeholder relationships in country such as Health Ministries, NGOs and local health communities. • Experience of reviewing technical health and financial reports. • Preferably with a working knowledge of the Health Sector in Papua New Guinea and/or South East Asia.

2) SENIOR FINANCIAL MANAGEMENT EXPERT The financial management expert will manage the fiduciary financial risk issues relevant to health grants and will carry out reviews of budgets and financial management capacity of grant recipient’s and will review and verify financial reports. Requirements: • Experience of fiduciary financial risk assessment and management of large scale grants in complex environment. • At least 7 years of international experience in financial accounting with the ability to review and analyze accounting transactions, reviewing budgets, financial management systems, with the ability to review and assess internal controls and financial processes and procedures, financial statements (including income and expenditure statements, balance sheets and cash reconciliation statements) and audit reports. • Experience in Papua New Guinea and/or South East Asia is an added advantage as well as experience in auditing.

3) JUNIOR FINANCIAL MANAGEMENT EXPERT The junior financial management expert will assist the senior financial management expert in carrying out the duties outlined above. Requirements: • A minimum of 3 years of experience in: (i) financial accounting, with the ability to review and analyze financial information including budgets.

4) SENIOR MONITORING & EVALUATION EXPERT The M&E expert will assess the M&E capacity and systems of the grant recipient organizations and will monitor and evaluate grants implementation. Requirements • 7 years of international experience in health sector, notably in monitoring and evaluating health programs in developing countries, and with the following expertise, (i) an ability to interpret performance results of health programs and analyze the implications of such results in the country context, (ii) strong understanding of public health monitoring and evaluation systems, (iii) strong understanding of AIDS, TB and malaria, with experience in working on issues related to at least one of these 3 diseases, (iv) strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds and (V) strong professional oral communication and writing skills, including the development of reports, oral presentations and technical/persuasive documents. • A university/graduate degree in public health, medicine, epidemiology, development studies or a related discipline. • Experience working in M&E in PNG and/or South East Asia is a strong advantage.

5) JUNIOR MONITORING & EVALUATION EXPERT The junior M&E expert will assist and work with the senior M&E expert in carrying out the duties mentioned above. Requirements: • A university/graduate degree in public health, medicine, epidemiology, development studies or a related discipline. • 3 years of experience working in M&E of health programs.

6) PROCUREMENT AND SUPPLY MANAGEMENT EXPERT The procurement and supply management expert will assess grant recipients procurement and supply management capacity and the quality of the procurement plan and activities.

Requirements: • 7 years of international experience in managing or advising on the procurement, distribution and supply of health products, particularly in developing countries with expertise in: (i) supply and demand issues in the implementation of public health programs (ii) experience in assessing policies, systems and structures in the public and/or private health sector that are relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and focusing on identifying relevant strengths and weaknesses and on developing action oriented recommendations; (iii) a strong understanding of AIDS, TB and Malaria market dynamics and existing global supply challenges as well as international health-products procurement and supply management processes, applicable national and international laws and recognized standards; (iv) experience in quantification and forecasting of health products needs in public health programs and (iv) good writing and analytical skills. • Ideally with a working knowledge of Health Services in Papua New Guinea and/or South East Asia. • Previous experience working with Global Fund programs will be a clear advantage.

7) HEALTH SPECIALIST The Health Specialist will assist the team with all technical issues related to the HIV/AIDS, TB and Malaria disease control policies and strategies. Requirements: • At least 7 years of experience working in (TB or HIV or Malaria) disease control, including program management and implementation of projects, supervision, training and/or research. • A university/graduate degree in public health, medicine, epidemiology, development studies or a related discipline.

Applicants must be fluent in English and have a good working knowledge of the main languages spoken in Papua New Guinea.
