Revision of National Nutrition Strategy Consultancy

Work Assignments and work schedule: Deliverables/End Product (s) and Time Frame

  1. Draft revision of NNS 2004
    • Undertake review of available nutrition data in Timor-Leste government Strategic Development Plan (SDP) and National Health Sector Strategic Plan (NHSP) 2011-2030. • Consult and liaise with government partners, UN agencies (WHO, UNICEF, WFP and FAO), and other key stakeholders in Timor-Leste • Prepare the draft of revised strategy and share it with UNICEF and government’s relevant ministries Draft version of the revised NNS submitted: 6 weeks.
  2. Incorporate revisions based on feedback from government partners and DPs • Collect feedback from government partners • Prepare presentation on the revision at the International Nutrition Conference • Share draft proposal with government partners, UN agencies and other key stakeholders for review and feedback Presentation on revised NNS at the International Nutrition Conference: 4 weeks.
  3. Finalize revised NNS • Revise NNS based on further comments and feedbacks at the international conference • Present final NNS at advocacy meeting for the endorsement of revision Final version of revised NNS submitted to UNICEF and MoH for endorsement :4 weeks.

Qualifications or Specialized Knowledge /Experience Required • Advanced university degree in Public Health Nutrition, Maternal and Child Health, Public Health, Food and Nutrition, Social Science or related field; • At least 10 years of progressively responsible professional experience at national or international level in public health programmes, in particular in the field of Nutrition, Food Security and Development; • Experience in the Nutrition sector, including at least 5 years at a senior level working in the areas of proposal development, programme management, strategic planning, policy & strategy development; • Experience of working with governments, NGOs, Development Partners and UN agencies; • Excellent analytical, negotiation, communication, advocacy and team-work skills; • Fluency in written and spoken English; • Working experience in Timor-Leste and skills in Tetum and/or Bahasa Indonesian language is an asset.
