National Project Coordinator

Core Functions / Responsibilities:
In particular s/he will:
 Ensure timely and effective management implementation and coordination of the assigned project activities in accordance with project proposals, budgets and other relevant project documents.
 Follow-up on logistical and administrative arrangements, ensuring timely financial and administrative monitoring of the projects.

 Monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs. Analyze progress and implementation reports, and identify and document significant project events, decisions, problems or deviations.
 Draft portions of required donor reports on programme delivery, including interim and final reports to donors on programmatic results and budgetary expenditure based on established templates and approved project proposals, ensuring that donor reporting information and schedules are available to the Head of MAD Programmes.
 In close coordination with the appropriate Units based in Cairo office, ensure implementation of activities aimed at screening the vulnerable migrants and providing them with assistance in the South of Egypt, by supervising the relative staff members based in Aswan and coordinating with partners.
 In close coordination with Head of MAD Programmes based in Cairo, ensure implementation of activities aimed at enhancing capacities of the local actors that deal with migration issues, at providing livelihoods and conducting awareness raising with local communities in the South of Egypt, by supervising the relative staff members based in Aswan and coordinating with partners.
 Establish and maintain relationships with relevant local Governmental authorities, coordinating with them, particularly with any relevant IOM governmental focal points at the central or local levels, the implementation of the IOM activities in the South of Egypt.
 Identify and develop new areas of intervention and projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting segments of project proposals, consistent with expressed Government needs, IOM’s mandate and strategy in Egypt.
 Maintain and strength relations with relevant partners, including UN agencies, local NGOs and CBOs, donors to implement activities.
 Represent IOM in relevant meetings with governmental and non-governmental partners at the local level, prepare documentation and report back to the Head of MAD Programmes.
 Supervise, manage and coordinate the Aswan sub-office staff and the distributions of competences among the staff. Supervise and coordinate administrative and financial procedures in the Aswan sub office.
 Train Aswan sub-office staff on IOM general procedures, regulations and code of conduct and ensure their implementation and respect.
 Act as a Security Focal Point (SFP) for the Aswan sub-office, report regularly to the central SFP at Cairo office and ensure implementation of al security regulations; and act as warden for the IOM Aswan sub-office staff members.
 Perform other duties as may be assigned.
Education:
 University Degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations, Law, Medicine and/or Psychology
Experience
 At least five years of professional experience in project administration preferably with a Government agency, International Organization or NGO involved in migration management and/or working in the field of human rights.

 Experience in supporting project implementation/management, liaison with donors and implementing partners.
 Familiarity with Project Cycle Management including the monitoring and evaluation of results / outcomes / evidence of impact.
 Experience in managing and coordinating staff and offices. Experience in managing and leading a multi-disciplinary team.
 Good drafting skills in English.
 Proven experience in community outreach and dialogue in addition to practical monitoring and evaluation experience.
 Ability to work effectively, independently and deliver under pressure and strict deadlines.
 Fully proficient in Microsoft Office, Internet, PowerPoint and E-mail.
