About the role
The Head of Program will support DFAT through the management of the final months of the current Solomon Islands Justice Program (SIJP). They will oversee the transition to the new program and ensure that it is implemented as seamlessly and effectively as possible. They will coordinate and collaborate closely with the Head of Program for the new justice program, and responsible officer for the new policing program to ensure achievement of outcomes.
The Head of Program will provide strategic advice, manage implementation of day to day activities, and monitor and report on the overall performance of the program. They will have direct responsibility for the day to day management and outcomes of the team of up to 20 advisers working in Solomon Islands agencies, and the program team. The program team will consist of up to two support staff who the program head will supervise to support the operational and administrative requirements of SIJP.

About the program
Cardno has been engaged to provide a facility management team to manage the Solomon Islands Resource Facility operations to ensure effective service delivery, including: 
  • Conducts procurement and contract management of technical assistance and supports performance management
  • Provides support services (management of residential accommodation, maintenance services and security) for Australian Government's deployees and technical advisers; and 
  • Financial management and reporting including monitoring and evaluation of the Facility
The Facility is a critical source of operational support to DFAT, deployees and Technical Advisers (TA) as they attempt to navigate a shifting operating context, consolidate previous achievements while also prioritising new ways of working to ensure Australia's assistance better achieves service delivery impact.

SIJP is supported by SIRF and the successful candidate will be recruited through SIRF.
  
Remuneration
This position will be remunerated in line with the Australian Government's Adviser Remuneration Framework (http://dfat.gov.au/about-us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will be offered at a level commensurate of the successful candidates experience relevant to the role, within the following broadband Discipline Group C, Job Level 4 to Discipline Group D, Job Level 3. (Monthly Fee plus a mobility allowance and reimbursement of housing up to a set limit).
