UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.Purpose for the job The incumbent of this post will act as the primary liaison between the Implementation Modalities Pillar, Field Results Group (FRG) and Information and Communication Technology Division (ICTD), as well as eTools and other technology projects related to systems improvements for programme implementation. The incumbent will also provide quality assurance and technical support to country and regional offices, related to the management of implementing partnerships data, including support to eTools users.Key Expected Results1. Support all phases of systems improvements, including articulation of business requirement, analysis, testing of provided solutions, documentation and user training • Act as the main focal point and subject matter expert for global programme implementation systems (ex. eTools and VISION) changes and maintenance• Support and perform testing on global systems that affect programme implementation processes• Analyze and evaluate requirements for systems solutions that improve programme implementation processes and support managing for results• Assist in gathering business requirements using interviews, requirements workshops, surveys, use cases, workflow analysis and other data collection methods• Evaluate, propose and recommend solutions to solve business problems and improve business processes in support of effective programme implementation2. Support the maintenance and improvement of implementing partnership data • Coordinate and monitor the quality of global IP data• Review, improve, maintain and develop management reporting tools for implementing partnership management • Ensure and maintain proper documentation of all IM pillar programme implementation systems related requests, testing and user feedback3. Provide support to regional and country offices on business owner system queries related to programme implementation, especially implementing partnership management• Review and provide support to country and regional office users on questions escalated from Global Help Desk and User Voice• Plan and undertake global webinars and develop other support documentation to assist users and improve data quality• Recommend and/or implement internal office procedures for addressing problems related to office use of systems for programme implementation, especially implementingpartnership management issues4. Contribute to the development and improvement of programme implementation policies, procedures, guidance and processes• Participate in team efforts to develop and improve policies, procedures, guidance and processes • Undertake analysis and data gathering to inform policy, procedure, guidance and process improvements5. Innovation, knowledge management and capacity building • Disseminate the assurance reports and facilitate the appropriate application of results to improve program results, build stakeholders' capacity and promote learning tosustain achievements.• Assess common weaknesses in implementing partnership data management and establish a plan of capacity development actions for UNICEF offices and/or systemimprovements• Institutionalize and disseminate best practices and lessons learned related to programme implementation systems (VISION and eTools) with UNICEF offices to promotecapacity building and development to improve programming and results delivery.• Contribute to the development and design of capacity development products for implementing partners using eTools.Qualifications of Successful Candidate• An Advanced University Degree (Master's) in Development studies, International Development, Programme/Project Management, Business Administration, FinancialManagement, Economics, Auditing or other relevant fields is required. • A minimum of five (5) years of relevant experience in the areas of implementing partnership management, oversight and programme/project development and management or operations/finance is required, some of which should be with the UN System and/or in a developing country. • Knowledge and experience of an Enterprise Resource Planning system (i.e. SAP) is a strong asset.• Knowledge and experience in system design and development is a strong asset.• Familiarity with UN/UNICEF's Programming and Financial procedures is a strong asset. • Fluency in English (verbal and written) is required.
