WAREHOUSE OFFICER - AZAZ & JARABLUS

LOCATION
TWO Positions in the following areas:
  1. Azaz, Northern Syria
  2. Jarablus, Northern Syria
PURPOSE OF THE POSITION
To ensure proper and safe custody (storage) and handling of all commodities entrusted to WV by donors. This could be implemented through overseeing all aspects of warehouse operations such as commodity transactions in the warehouse, including receipt, storage and delivery of all commodities as well as staff management.

MAJOR RESPONSIBILITIES

A. Commodity Management
Ø Ensure that all commodities entrusted to World Vision arriving at the warehouse and leaving the warehouse are properly accounted for.
Ø Make sure you know in advance about the types and amount of commodities to expect in the warehouse. Prepare and carefully plan your storage place.
Ø Scrutinize all waybills to ensure that the commodities are of correct quantities and quality as manifested on the waybill.
Ø Immediately record all quantities delivered short (missing) quantities lost in transit and quantities damaged if any. All observations must be recorded immediately.
Ø Supervise off-loading of the commodities make sure it is properly undertaken. Commodities must carefully be inspected and counted during off-loading before accepting in the warehouse.
Ø Immediately reconstitute torn/ loose/ slack/ leaking/ damaged bags, tins or cartons to prevent any further loss. Document such activity.
Ø Storage of commodities must be done properly. Commodities must be stacked in an organized manner by commodity type and by shipment number to facilitate proper physical count.
Ø Unfit commodities must be stacked separately away from the sound stocks.
Ø Train the laborers on how to stack commodities neatly in the warehouse. Ensure that a meter is always observed between different stacks and between stacks and walls or pillars.
Ø Do not allow laborers to miss-handle / throw bags / pails / tins while loading or unloading.
Ø Torn bags/leaky tins/cans must be segregated and reconstituted/repacked immediately.
Ø Always follow the first-in-first-out (FIFO) practice, i.e. commodities entering the warehouse first, must leave the warehouse first (LIFO “last-in-first-out” system should be followed when applicable).
Ø Always store commodities on pallets (use tarpaulins when pallets not available). Pallets requiring repair must be repaired immediately.
Ø Do not store fertilizer / fuel or hazardous items in the warehouse that has food commodities (shall required doing so, consult with FSL Officer needed to store non-food along with the food in the same warehouse).
Ø Do not allow laborers and other visitors to smoke inside the warehouse.
Ø The warehouse must be kept neat and clean at all times. The floors must be swept every day and general cleaning - (roof / walls / between stacks) once a week.
B. Commodity Accounting
Ø Ensure that all the warehouse records including ledger books, stack cards and stock control sheets are accurately filled and updated. Quantities recorded on these documents MUST correspond to the daily physical stock in the warehouse.
Ø Do not allow commodities to enter or leave the warehouse without a waybill and ensuring that it is properly signed.
Ø Keep daily records of warehouse movement (commodities received and dispatched including the destinations)
Ø Ensure commodities shall NEVER leave the warehouse without prior approval of FSL Officer or Area Manager.
Ø Ensure loading of commodities shall only take place after receiving a Commodity Dispatch Authorization from the FSL Officer or Area Manager.
Ø A waybill or a delivery note MUST accompany commodities leaving the warehouse.
Ø Minimize the losses and damaged in warehouse. Any unexplained warehouse losses are the responsibility of the Storekeeper and value of the loss can be deducted from the salary.
C. Reporting
Ø Prepare daily, weekly and monthly warehouse reports.
Ø Maintain a clear filing system of all warehouse documents.
Ø Immediately report to supervisor for any loss or damage occurred in warehouse and identifies the responsible party.
Ø Ensure finalization of warehouse reports on time and submission is done following deadlines.
Ø Perform any other duty that may be assigned form time to time.
REQUIRED QUALIFICATIONS
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:
A. Education
Ø Diploma/certificate in accounting, business administration or supply chain and logistics management.
B. Knowledge and Skills
Ø Must have excellent planning, organizing skills, problem solving and experience in implementation of good systems to track commodities transactions and accountability.
Ø Requires excellent interpersonal, written and oral communication skills in English and Arabic.
Ø Proven ability in relating with communities and local governmental authorities.
Ø Able to work in demanding environment and adaptable to rapidly changing contexts.
Ø Good computer skills especially in word and excel.
C. Experience
· Must have at least one year experience in warehousing, logistics, commodity management preferably within World Vision
