Clean Energy Financing Experts
Consultant’s Scope of Work
The Consultant will work closely with the CEADIR Regional Team Leader (RTL), the CEADIR Activity Manager (AM), the International Clean Energy Financing Expert (ICEFE) and the International Clean Energy Banking Lead (ICEBL); and will maintain regular contact with USAID/West Africa [relevant only in Ghana] and respective USAID bilateral missions in Country 1 and Country 2, the selected commercial banks, and relevant focal points in the financial sector as well as government officials, to perform the following Tasks:
- Support the RTL and AM in the collection information on the CE and banking sectors in [Country 1, Country 2] from diverse sources, including documentary and Internet resources, as well as interviews with representatives of government and financial institutions, to serve as the basis for the Desktop Analyses. [Activity 1, Task 2]
- Support preparation of the Desktop Analysis and execute revisions of the document based on feedback received from the CEADIR team as well as USAID and any peer reviewers. [Activity 1, Task 2]
- Support the RTL and AM in the organization of scoping mission visits to Country 1 and Country 2, and in subsequent missions for training or M&E activities. [Activity 1, Task 3]
- Participate in the customized CELT training session for the Clean Energy Financing Experts, to be held in the region (location and dates TBD). [Activity 1, Task 4]
- In coordination with the RTL and AM, gather additional information to complement what was obtained in Task 1, to support the preparation of Clean Energy Market Assessments for Country 1 and Country 2. CELT Module 2 will serve as a guide for the preparation of the CE Market Assessments. [Activity 2, Task 1]
- Prepare substantial portions on the draft Clean Energy Market Assessments for Country 1 and Country 2, and submit drafts to the RTL in English. [Activity 2, Task 1]
- Engage in discussions with the commercial lender(s) identified during the scoping mission with the objective of developing a Market Readiness Diagnostic for each bank, using CELT Module 3 as a guide for the organization of information for use in the Diagnostic. [Activity 2, Task 2]
- Prepare substantial portions of the Market Readiness Diagnostic for the financial institutions identified in Country 1 and Country 2, and submit drafts to the RTL in English and where appropriate also in French as requested by USAID. [Activity 2, Task 2]
- Prepare and support implementation of CE Lending Workshops for the selected financial institutions from Country 1 and Country 2, in coordination with the RTL and the AM. This support will entail involvement in both the preparation of the substantive content of the workshop as well as support for the logistics and organization required. [Activity 2, Task 3]
- Engage in discussions with the commercial lender(s) that have participated in the CE Lending Workshops to develop Work Plans for CEADIR and the respective bank(s), with the objective of developing CE credit products, funds, loan windows, guarantees, and other mechanisms, and possibly financial instruments to support the bank’s engagement with sources of CE financing, credit support instruments and other products needed to implement these bank initiatives. Consultant will report regularly to the RTL and AM on the substance of these discussions, by phone/Skype or email. [Activity 3, Task 1]
- Lead implementation of the Work Plan with the commercial lender, providing support for the coordination of technical assistance activities to be conducted by other members of the CEADIR team, while providing regular updates on progress, obstacles and any necessary adjustments to the Work Plan, and coordinating any such changes with the RTL and AM. [Activity 3, Task 1]
- Support the M&E Specialist supporting the TO in the collection and organization of data needed for project results monitoring and reporting activities. [Activity 3, Task 1]
- Coordinate with the RTL and AM the provision of specialized support to be provided by the On-Call Experts as required, including support for in-country visits, training and delivery of any required studies or analyses. [Activity 3, Task 2]
Deliverables
In additional to regular communications with the RTL and AM, the Consultant shall prepare and submit the following deliverables for approval by CEADIR and USAID:
- A preliminary Desktop Analysis outlining the current finance sector context, providing additional information on the Clean Energy sector as well as local resources and contacts.
Date due: 20 work days after USAID approval and Abt hiring for consultancy. - Substantial portions of the draft Clean Energy Market Assessments for Country 1 and Country 2
Date due: Four months after commencement of consultancy
- Substantial portions of the draft Market Readiness Diagnostic for each bank selected for discussions in Country 1 and Country 2

- Input on agendas, contents, and arrangements for the CE Lending Workshops

- Monthly progress reports

- Draft Implementation Report on activities undertaken with the commercial lender in accordance with the Work Plan as developed and subsequently revised

Qualifications:
Education:
· At least a Master’s Degree in CE finance and/or economics, or engineering combined with relevant sector experience, with a PhD preferred.
Experience:
· Between 10-15 years’ experience in the national financial sector (specifically, commercial or public sector banking institution) and/or with a regional African or country-based financial institution (commercial bank or regional development bank)
· Familiarity with banking, insurance and capital markets at the national level in Country 1 and/or Country 2
· Familiarity with the clean energy markets and lending in West Africa
· Familiarity with government clean energy institutions, especially bank regulatory agency, Ministry of Finance, Ministry of Energy and Environment and Central Bank in these countries
· Familiarity with clean energy projects and policy frameworks required
· Strong written and verbal communication skills in English required and French a plus.
Reporting Requirements
The Consultant shall report directly to the CEADIR RTL. S/He will provide monthly update reports as required by the project. The deliverables are to be sent to the RTL and AM, who will circulate to the relevant stakeholders for review and feedback.
The Consultant will work closely with the relevant local partners and counterparts in the execution of the proposed activities.
Consultant will be currently located in one of the following countries Ghana, Nigeria, Liberia, Cote d'Ivoire, Senegal, Guinea (Conakry), Sierra Leone, and Niger
Time Frame
The Consultancy shall be carried out over 21 months commencing in January 2017.
