Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
Democracy Reporting International is currently recruiting a full-time Programme Officer for its head office in Berlin to support the EIDHR Lot 2 Global GSP+ project Promoting human and labour rights through GSP+, of which DRI is the lead organisation within a consortium of four partner organisations. The duration of the project is 36 months from September 2016 to August 2019, in which DRI will coordinate the implementation of activities in all of the GSP+ beneficiaries’ countries in 2016 – Armenia, Bolivia, Cape Verde, Mongolia, Pakistan, Paraguay and the Philippines, and GSP+ applicants Kyrgyzstan and Sri Lanka. GSP+ is the European Union’s special incentive arrangement for Sustainable Development and Good Governance, which offers additional duty free exports to support vulnerable developing countries in their ratification and implementation of relevant international human and labor rights, environmental and good governance conventions.
In collaboration with, and under supervision of the Director of Programmes and the Regional Manager as his representative, you will be the main coordinator for all implementing partners and beneficiaries, ensuring the project’s implementation in line with the contract, work plan and budget. In particular you will focus on programme planning, development, monitoring and updating of work plans, effective delivery of programme activities in compliance with project documents, and the fulfilment of reporting requirements in coordination with all implementing partners. Furthermore, you will ensure compliance with the relevant financial, procurement and reporting procedures. You will also oversee all aspects of project closure and ensure close coordination and regular and effective communication between the implementing partners and DRI management.
Duties and responsibilities:
  • Act as the focal point for the donor on all aspects of the assigned project and coordinate narrative and financial reporting to the donor;
  • Develop, monitor and manage project budgets, forecast expenditure in cooperation with all implementing partners, including sub-grantees, ensure expenditure tracking and controlling by the finance unit, and approve procurement for purchases over the thresholds defined in DRI procedures;
  • Monitor project compliance with the contract, project work plan, budget donor regulations, and DRI guidelines;
  • Coordinate the tender process for sub-granting organisations to implement activities in GSP+ beneficiary countries in close cooperation with the Financial and Grant Management Officer;
  • Ensure archiving of project documentation in line with DRI procedures;
  • Coordinate local programme teams and experts for the assigned projects;
  • Cooperate with the implementing partners in the development and implementation of activities, including expert contracting, workshops, expert missions and publications;
  • Ensure effective on-going communications with all implementing partners and regular reporting, also through regular visits to project countries;

Qualifications we require:
  • University degree, preferably in international relations, political science, law, economics, social sciences, or other relevant fields;
  • At least five years of relevant professional experience in working with international, regional or civil society organisations, ideally in the field of democracy and/or human rights,
  • Knowledge of labour issues and/or trade is an asset;
  • At least five years of relevant experience in project and budget management;
  • Relevant experience in managing project activities of a consortium of several implementing organisations;
  • Relevant experience in Asia, Eurasia and/or Latin America is an asset;
  • IT skills, working knowledge of Microsoft Office and Project Management tools;
  • Excellent spoken and written English skills are required, good Spanish is desirable, knowledge of French, Russian and/or Portuguese is an asset;
  • Excellent communication and negotiation skills and ability to work as part of a culturally diverse team;
  • Must be willing and able to undertake travel to programme countries of the project and within those countries;
  • Strong planning and organisational skills.
