Consultant, Development of WASH Module for Bottleneck Analysis

  1. Background

The Marginal Budgeting for Bottlenecks (MBB) tool has been used by UNICEF and others to assist countries in developing appropriate strategies to achieve results in reducing under-five mortality. In particular it was recently used as the basis for the ‘Narrowing the Gaps’ study, which has formed the basis of UNICEF’s advocacy work on equity. The tool is based on the Tanahashi Model of bottleneck analysis and is linked to the Lives Saved Tool (LiST), in order to estimate the impact of programme interventions on under five mortality.

The MBB tool has a WASH component that includes water supply, sanitation and hygiene promotion interventions. However at present the WASH components in the MBB tool do not well reflect the type of programming which is needed to address the key WASH issues affecting the most marginalised children and women. This is in part because the MBB is better suited to supply-based service delivery rather than facilitating behaviour change, which is at the heart of WASH programme’s emphasis on handwashing and sanitation. The MBB tool is also primarily designed from a health sector perspective and it is a challenge to fully engage WASH sector interest.

The WASH Sector does have a bottle-neck-type methodology, known as the Country Status Overview (CSO), which has been used in most countries in Africa to help identify the ways in which investments can be made to overcome systemic bottlenecks in the sector, from policies and strategies to outputs, up-take and use. This tool was developed by the World Bank Water and Sanitation Programme and has been rolled out in Africa through a partnership of organisations including UNICEF. There is good potential to draw from the CSO methodology to produce a specific WASH module for MBB.

  1. Objective

The main objective of this consultancy is the development of an improved WASH module in the MBB tool.

  1. Duty Station

The consultant can be based in any location having god internet access. The consultant will be expected to make trips to two UNICEF country offices (exact locations to be specified later) during the course of the consultancy for short periods of around 7-10 days each,

  1. Methodology

a. Review of MBB tool, CSOs, relevant literature on bottleneck analysis, UNICEF’s equity focus, content and cost of WASH interventions, etc.

b. Develop WASH MBB approach, based on Tanahashi model and incorporating relevant features of CSO methodology. Develop analytical framework for typical bottlenecks affecting progress in WASH, strategies for overcoming them, and likely outcomes, including health, gender, economic. Develop appropriate costing models for WASH interventions.

c. Prepare WASH MBB concept paper, highlighting proposed analytical framework, key bottlenecks to be addressed, options for overcoming them, outcomes, costs. Where appropriate, include options to be reviewed during development workshop (see d. below).

d. Prepare for WASH MBB tool development workshop. This workshop will bring together a small group of experts (perhaps 10 people) in the use of MBB and CSOs, and will examine and refine the consultants concept for a WASH MBB module. By the end of the workshop the WASH module for MBB should be largely complete. The workshop will take place in a suitable country where both MBB and CSOs have been used. The consultant will facilitate the workshop, which will be of around 7 days duration.

e. Based in the outcome of the workshop, finalise the MBB WASH tool. The consultant will prepare a write up that will enable computer programmers to modify the MBB computer programme to incorporate a modified WASH MBB module. The write up will also serve as a guidance document for WASH staff for carrying out a WASH bottleneck analysis.

f. Once the WASH Module is programmed into the MBB computer tool, it will be piloted in a suitable country. The consultant will co-facilitate the piloting activity.

    The consultancy will take place between 1st July and 31st December 2011.

  2. Key skills and experience required:

The consultant should have the following skills and qualifications:- • Higher degree (PhD or Masters) in economics, preferably related to water, sanitation and/or health • Minimum 10 years’ experience related to economic analysis of water/sanitation/health programmes in developing countries. • Experience of country-level situation analysis processes in water/sanitation/health, ideally using tools such as MBB, CSOs or similar • Computer literate, particularly in excel • Excellent communication and writing skills
