Director of New Business, Grade 12
Summary:
Counterpart International seeks a Director of New Business to coordinate and support Counterpart’s Government and Civil Society Strengthening practice (GCSS) program development activities. The Director will: (1) build on the GCSS practice area’s program successes with innovative new program design and development initiatives while ensuring that they align with Counterpart’s vision, mission and values; (2) design competitive programs and proposals that have the broadest and richest impact on project beneficiaries; (3) manage the proposal development process, and the people involved, from beginning to submission; (4) institutionalize GCSS best practices, lessons learned and successes in the program implementation and design process; and (5) ensure that GCSS methodologies are incorporated into the design of cross-sectoral projects designed with other Counterpart practice areas. The position is based in Arlington, Virginia and reports to the Vice President for Development of the GCSS practice area.
Duties and Responsibilities:
The Director of New Business will be involved in pre-proposal tracking and organizational positioning, assembly of proposal teams and individual roles, management of the proposal development process, and development of key program development skills in HQ and field staff to support new business development and increased specialization of staff in GCSS’ six core competencies (Advocacy, Community Foundations, Community Mobilization, Conflict Prevention / Mitigation, and Institutional Capacity Building / Sustainability, Civic Education, and Government / Civic Engagement). Specifically, the Director will be responsible for:
- Tracking new business opportunities by core competencies (above) and geographic priorities.
- Managing the entire proposal development process including assembling the response team; supervising strategy development; managing partnerships; assembling consultant teams and field assessment SOWs for proposal development; overseeing the recruitment process for specific project bids; contributing in part or whole to proposal writing; and conducting post-submission follow-up and assessment.
- Working with HR and Central Business Development Unit to identify and maintain a database of technical and managerial experts in GCSS core areas.
- Working with the Central Business Development Unit to conduct outreach and maintain relations with current and potential organizations, companies, media outlets, donors, companies and academic institutions among others
- Working with Central Business Unit to constantly improve and update GCSS capacity statements, PPRs, Management Plans, etc.
- As part of the proposal development process, document GCSS best practices in collaboration with the Practice Area Implementation and Business Development teams.
- Identifying and drawing upon in-house expertise to support proposal development and field assessments for new business.
- Identifying networking opportunities and strategic alliances to generate and support new business.
- Managing up to two proposal development efforts per year for other practice areas.
- Managing staff and consultants in conducting proposal field research work, as well as actually conducting occasional field assessments.
- Supervising dedicated Program Development staff; overseeing the non-PD GCSS staff seconded to specific proposal activities.
- Coordinating country directors’ contributions to proposals in countries where we have presence.
- In collaboration with the Communication Team, creating and customizing existing marketing materials, including country brochures, success stories, and press releases, to meet new business needs.
- Meet with relevant USAID and other donor personnel to assess upcoming opportunities and trends.
- Regularly monitoring and evaluating program development performance metrics to assess competitiveness and bid efficiency.
- Ensuring that Counterpart’s best practices, relevant lessons learned, and tools from past and current projects are applied to new program design.
Qualifications and Knowledge:
- Minimum of eight years’ previous work experience in international development, with time spent in Eurasia and/or South/Southeast Asia, Africa and Latin America
- Documented track record of writing, designing and winning multi-million dollar USAID grants and contracts in one or more of the five civil society core competencies (list of recent proposals won required)
- Supervision and management experience
- Demonstrated knowledge and application of new business generation and proposal development methodologies
- Experiential knowledge of two or more of the following: Advocacy, Community Foundations, Community Mobilization, Conflict Prevention / Mitigation, and Institutional Capacity Building / Sustainability, Civic Education, Government / Civic Engagement, and Gender and Development.
- Experience in other development sectors are a plus, particularly health, nutrition, agriculture, or environmental programs
- Current relationships with USAID and other key donors (in country and headquarters) and potential partner organizations; highly familiar with donor rules and regulations
- Master’s degree in relevant field
Skills and Abilities:
- Strong management, team-building, and leadership skills
- Thorough computer software skills, namely the MS Office Suite of programs, graphics and statistical software a plus
- Exceptional written and verbal communication skills (writing sample required)
- Proven success in project design and proposal writing
- Ability to multi-task and prioritizeWillingness and ability to travel up to 60 days a year
- Ability to work under deadline pressure
- Knowledge of one or more of the following languages preferable: Spanish, Arabic, Russian or French
