Norwegian Refugee Council (NRC) is about to begin an exciting large-scale advocacy project in partnership with the Overseas Development Institute Humanitarian Policy Group (ODI HPG) entitled ‘Strengthening Principled Humanitarian Response Capacities.’ The project aims to increase the capacity within the humanitarian community to operationalise humanitarian principles, including in respect of funding, as well as to contribute to increased EU Member States’ support for principled humanitarian action and the continuation of funding outside the conflict management toolbox.
NRC is looking for an experienced, dynamic and high performing EU Advocacy Manager to manage the project from the NRC Europe office in Brussels, whilst also increasing NRC's advocacy towards EU member states. This is a new position which provides significant scope for innovation and substantial engagement with the NRC Head Quarters in Oslo and various field programmes. The project falls under NRC's broader Global Advocacy Strategy where increased humanitarian access is the main priority. The Manager will be responsible for project reporting, financial management and administration; manage an EU Advocacy Coordinator; represent NRC in forums and workshops and support the Director of NRC Europe in strategic priority setting and advocacy within the European context.
The ideal candidate will have at least 5 years experience from high level advocacy in complex emergencies and supporting country office humanitarian advocacy, proven experience in representing an NGO, donor or UN agency and know how to manage research processes and publication production. Experience in coordinating advocacy initiatives across organisations and coalitions and in project management is a must. Whilst the ability to draft and speak high quality English is essential, French and/or another European language is desirable.
