CONSULTANCY ON THE FORMULATION OF A FINANCIAL SUSTAINABILITY STRATEGY FORTHEKAZA TFCA


The Kavango Zambezi Transfrontier Conservation Area (KAZA TFCA) is a conservation and development initiative of the Governments of Angola, Botswana, Namibia, Zambia and Zimbabwe who have since established a secretariat to coordinate the KAZA Programme.


The KAZA TFCA Secretariat has received funding from the Ministry of Foreign Affairs of Netherlands (DGIS) towards supporting the KAZA Programme. Part of the funding is earmarked for the development of the Financial Sustainability Strategy (FSS) for KAZA TFCA and its implementation plan. The overall goal of the strategy is to develop practical and feasible financing models and partnerships for KAZA TFCA in order to make KAZA TFCA a financially sustainable entity.

The Secretariat is looking for a consultancy firm to undertake this assignment. The scope of work includes inter alia:


i) Identification of all the operations of KAZA TFCA and undertaking a cost analysis of each of the operations;
ii) Identification of existing and potential sources of funding for KAZA TFCA;
iii) Design of practical and feasible revenue generating mechanisms
iv) Identification of existing and potential financial risks associated with KAZA TFCA and design of appropriate risk management strategy;
v) Design of an appropriate cost management strategy;
vi) Formulation of the KAZA TFCA Financial Sustainability Strategy and its implementation plan, and
vii) Based on the FSS assist KAZA TFCA to structure long-term financing agreements with various stakeholders.
