Description:
The Program Director, based in Panama City, Panama, will have overall responsibility for an anticipated 16-month grant-funded program intended to strengthen civil society's capacity to promote the rule of law in Panama, especially with regard to the country's transition to an accusatorial criminal justice system. This person will be responsible for the following activities:
  • Manage international and local staff.
  • Develop and implement long-term and short-term strategies and work plans.
  • Implement, monitor and evaluate program activities.
  • Conduct general oversight of financial matters including budget execution and reporting.
  • Serve as liaison, together with the Country Director, for donor relations in-country.
  • In cooperation with Country Director and headquarters-based program staff, draft grant proposals and undertake fundraising in-country.

Qualification:
Education & Experience: A bachelor's degree in law, political science, public policy, management or a related field is required, and a graduate degree is preferred. Five to seven years of experience with judicial systems and three to five years of experience with civil society organizations is desirable. Experience in working with USAID-funded programs preferred.

Experience with or knowledge of legal reform issues in Latin America and a proven record of good relationships with key actors in justice institutions in the region is preferred. Must be familiar with the political context in Latin America, preferably in Panama.

Fluency in speaking/reading/writing both English and Spanish is required.
