Senior Expert. Technical Assitance and Identification Study for a New Component Under the SWITCH ASI

Global objective:
  • The objective of this assignment is to support the European Commission in identifying and addressing the financing bottlenecks for SCP activities in Asia (on the part of both the SMEs and financing bodies).

Specific objective:

  • The specific objective is to analyse the current situation for "green" financing for SMEs in Asia (based on a representative sample selection of countries, including two rich countries (e.g. Thailand and Malaysia) and two poor countries (e.g. Laos and Cambodia)), and draft recommendations on potential support activities within the framework of the SWITCH Asia programme.

Requirements:

The tasks shall be carried out by one senior expert for a total of 50 man-days.

Profile or expertise required:

The expert must have the following qualifications:

  • Post-graduate degree in development economics, economics, or social sciences. Multidisciplinary background such as economics/sociology and/or economics/environment would be a distinct asset.
  • At least 10 years of relevant experience in the fields of industry/business development, development finances/banking or development economics;
  • At least 1 year of permanent stay in Asia/one or more of the selected countries, linked to working relations in a relevant field;

The following skills and qualifications will be an asset:

  • Familiarity with Sustainable Consumption and Production (SCP) and "green" financing; proven record of conducted studies in relevant fields – industry/business development, finances/banking or development economics, preferably with a focus in Asia;
  • previous experience in project identification studies for the Commission;
  • familiarity with the Project Cycle Management principles of the Commission.

Working language:

  • The expert must be fluent in speaking, reading and writing in English.
