Project Background

The USAID Strengthening Labor Justice Program for CAFTA-DR works to strengthen labor justice institutions by implementing electronic case tracking, case management and jurisprudence automation to enable the judiciary to resolve labor cases faster and more effectively. The program raises professional standards in the labor judiciaries including support for personnel systems and capacity building to generate and maintain a highly qualified cadre of professionals. The Program works closely with judiciaries throughout the region to streamline procedures and strengthen judiciary functions, including conciliation and oral proceedings.

In June 2010, USAID extended the Program to continue the expansion of electronic case management systems, enhance professional standards through the design and implementation of a Master's Degree program, streamline judicial processes, improve the enforcement of court decisions, promote the use of alternative dispute resolution, integrate administrative and judicial procedures, and continue providing technical assistance to governmental and non state entities. In order to ensure we provide our institutional counterparts, project field staff, and home office with quality technical and financial direction, we are seeking an experienced, bilingual Chief of Party to support the direction, planning and implementation of the CAFTA DR Program.

Position Description Under the supervision of MSD HO staff, the COP will be responsible for: meeting the project's objectives, interfacing directly with USAID, managing national staff, and developing and maintaining good working relationships with host government officials, local and international partners, local community groups, and other stakeholders. Joining an existing MSD country office located in San Salvador, El Salvador, the Chief of Party will be responsible for implementing a large multi-country program from the San Salvador office. The COP will also coordinate activities in all CAFTA DR signatory countries. (i.e. Honduras, Nicaragua, Dominican Republic, and Guatemala).

Responsibilities:

The COP shall perform the following tasks:

• Roll-out of IT equipment and software programs to respective countries and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants, detailed work plans, technical training and mentoring of staff as required, and other standard implementation activities;

• Oversight of financial management and procurement;

• Planning, quality assurance and supervision of program monitoring, evaluating, and reporting;

• Oversight of design and implementation of capacity-building activities with partners, beneficiary groups and other stakeholders;

• Technical leadership and oversight of program activities;

• Serve as MSD liaison to USAID and partners in the field;

• Coordination with appropriate stakeholders in all aspects of project planning, monitoring, and implementation;

• Provide leadership, management, and technical direction;

• Supervise technical and administrative staff ;

• Serve as liaison to the Mission and counterpart organizations;

• Ensure quality technical progress and financial reporting in line with USAID regulations;

• Oversee budget development and financial management;

• Develop and prepare work plans, and performance monitoring reports.

Qualification:
Job Requirements/Qualifications

• J.D. or advanced degree in law (e.g., LLM, SJD); • Fluency in English and Spanish;

• Knowledge of subject areas such as labor and employment law, rule of law, justice sector reform and/or human rights;

• 5-10 years international experience managing and implementing USAID or other donor-funded projects;

• Experience working collaboratively with government officials, international donors and community organizations;

• Excellent written and oral communication skills;

• Experience managing staff and ability to coach and mentor team members;

• Experience with monitoring and evaluation best practices preferred;

• Working knowledge of donor regulations, including USAID rules and regulations;

• 5-10 years (of which 3 are in a leadership position) progressive experience in activities related to labor and employment law;

• 5-10 years (of which 3 are in a leadership position) progressive experience in international development project management;

• Minimum 3 years experience working in a developing country;

• Prior Chief of Party experience required.
