Senior Procurement Officer - Uganda Field Office

Duties and responsibilities

The National Senior Procurement Officer (NSPO) will be based in the Field Office and work as a technical staff of the Procurement and Fiduciary Services (OPRF) Department receiving all guidance and support on procurement matters/issues from the Regional Coordinator (RPC) or the National Principal Procurement Officer (NPPO). The NSPO’s daily administrative supervisor shall be the Resident Representative. The staff will generally perform the following duties and responsibilities:

  • Assist the RPC/ NPPO, and Bank tasks team in assessing the adequacy of the Borrower’s project procurement management systems and their ability to manage and monitor bank financed projects.
  • Receive and process procurement documents within his or her authorized level or forward them to ORPF or the RPC/NPPO as appropriate with background information for their review and action.
  • Participate in the presentation and appraisal of missions for projects with procurement components with a view to assisting the Borrower(s) and Sector / Regional Departments’ staff to define the most appropriate modalities for procurement.
  • Contribute Bank input with counterparts in relation with procurement matters, building coordination around the national development objectives.
  • Prepare bidding document, assess bids and make recommendations for the recruitment of consultants to be used by the Field Office.
  • Contribute to collect national data related to procurement activities/matters.
  • Draft standard routine correspondences relating to the procurement activities.
  • Review, provide comments and participate in working group meetings of lending and non-lending activities reports.
  • Monitor practical aspects by assisting the Projects task Managers to supervise the procurement activities carried out by the Borrower(s) throughout the project.
  • Build collaborative networks with national counterparts building awareness of Bank rules for procurement and fiduciary services.
  • Undertake other procurement related activities that may be required by ORPF.

Selection Criteria

The incumbent should possess:

  • At least a Master’s Degree in Public / Business Administration, Public Procurement, Economics, Law, Engineering or other related fields;
  • Minimum four (4) years of relevant work experience;
  • Familiarity with the Bank’s procurement rules and procedures and best procurement practices;
  • Knowledge of procurement strategies and methods and effective and efficient application of the knowledge;
  • Working knowledge of standard software applications used in the Bank; expertise in MS Excel and SAP Material Management (MM) module;
  • Ability to structure information priorities and deliver key messages;
  • Demonstrated capacity for careful attention to detail or essential elements and accuracy of information before making a decision or delivering the information;
  • Ability to work cooperatively and efficiently within a team towards corporate objectives; strong interpersonal relations;
  • Ability to function effectively in a stressful working environment;
  • Ability to conduct oneself in a professional and confidential manner; trust in one's professional expertise and competence;
  • Ability to break down a complex situation, examine it from various angles and develop practical and realistic recommendations / solutions;
  • Ability to earn the trust of others by respecting objectivity, honesty, independence, discretion, transparency and by behaving ethically or upholding moral principles;
  • Ability to understand how clients perceive and assess quality of services provided and to answer internal or external clients’ requests quickly;
  • A good command of English and ability to communicate effectively, both orally and in writing. A working knowledge of French would be an added advantage.
