Deputy Division Chief (Public Financial Management Expert)

The Fiscal Affairs Department (FAD) is looking for a senior Public Financial Management (PFM) expert to fill a Deputy Division Chief position at the IMF Headquarters in Washington, DC. The appointment would be for an initial period of three years, subject to satisfactory performance.

Description

FAD's Public Financial Management Division (M2) is responsible for providing advice and technical assistance to IMF member countries and for undertaking policy research in and organizing conferences or seminars on a broad range of public financial management issues. The Divisions' activities cover countries from all income levels. The M2 Division covers non-English speaking Africa, the Western Hemisphere, and the Asia and Pacific countries. Key areas of work include the development, in conjunction with member countries, of PFM reform strategies and their implementation; the underpinning legal and regulatory frameworks; budget classification, preparation (medium-term fiscal and expenditure frameworks) and approval; budget execution; accounting and fiscal reporting systems; cash and debt management (including treasury systems, control of commitments, and arrears); and internal audit. Recent work also included performance budgeting, accrual accounting, the PFM underpinnings of natural resource management and sovereign wealth funds, as well as budget institutions for fiscal consolidation.

The Deputy Division Chief will assist the Division Chief in managing all divisional activities, including running the division in his absence and supervising a multicultural group of staff, headquarters-based consultants, regional resident advisors, and technical assistance experts stationed in member countries. The selected candidate will also contribute to developing the Fiscal Affairs Department's strategic thinking in the areas of his/her expertise, lead complex technical assistance missions, and liaise with the World Bank and other agencies that provide support for public financial management reforms, as well as donors financing the Divisions' externally-financed projects. In addition, the selected candidate will cooperate with other divisions of the Fiscal Affairs Department and the Fund's other Departments.

Qualifications

Applicants should hold at least a master's degree or equivalent in economics; a PhD is desirable. Applicants should also have several years of experience in the public financial management field and its role in Fund operations, with strong credentials gained from work within a ministry of finance or related budgetary organization, and in/or advising on public financial management and related policy issues, especially from the perspective of the Fund or other international/multilateral organization or consulting firm. In addition to technical expertise, the applicant should possess strategic vision, strong leadership, managerial and supervisory skills, as well as strong diplomatic skills, and excellent written and oral communication skills in English. A working knowledge of Arabic, French, Russian, Portuguese, or Spanish would be a plus. Emphasis is placed on working in teams.
