Municipal Manager

The Westonaria Local Municipality invites suitably qualified candidates to apply for the
following position:
Municipal Manager
(Performance-based 5-year fixed-term contract)
Salary negotiable

The responsibilities as contained in section 55 of the Municipal Systems Act, 2000 and in the Municipal Finance
Management Act, 2003 apply here. As head of administration, the Municipal Manager of a municipality is, subject to the policy directions of the municipal council, responsible and accountable for the formation and development of an economical, effective, efficient and accountable administration.

Key performance areas:
l Carry out the task of implementing the municipality's integrated development plan and
monitoring progress with implementation of the plan in accordance with Chapter 5 of the MSA
l Operate in accordance with the municipality's performance management system in accordance with Chapter 6 of the MSA
l Be responsive to the needs of the local community to participate in the affairs of the municipality l Be responsible for the formation and development of an economical, effective, efficient and accountable administration
l Manage the municipality's administration in accordance with the MSA and other legislation applicable to the municipality
l Manage the provision of services to the local community in a sustainable and equitable manner
l Appoint staff other than those referred to in section 56 (a) of the MSA, subject to the Employment Equity Act, 1998
l Be responsible for the management, effective utilisation and training of staff
l Promote sound labour relations and compliance by the municipality with applicable labour legislation, including maintenance of staff discipline
l Advise the political structures and political office-bearers of the municipality
l Manage communication between the municipality's administration and its political structures and political office-bearers
l Carry out the decisions of the political structures and political office-bearers of the municipality
l Be responsible for the administration and implementation of the municipality's by-laws and other legislation
l Exercise any powers and the performance of any duties delegated by the municipal council, or sub-delegated by other delegating authorities of the municipality, to the Municipal Manager in terms of section 59 of the MSA
l Facilitate participation by the local community in the affairs of the municipality
l Develop and maintain a system whereby community satisfaction with municipal services is assessed
l Ensure the implementation of national and provincial legislation applicable to the municipality l Perform any other function that may be assigned by the municipal council
l As accounting officer of the municipality, the Municipal Manager is responsible and accountable for: * All income and expenditure of the municipality * All assets and the discharge of all liabilities of the municipality * Proper and diligent compliance with the MFMA.

Requirements:
l B degree in Law, Commerce, Public Management and Administration or another related field
l Postgraduate degree would be advantageous
l Extensive experience in financial management, policy development and management, strategic planning and implementation, programme management, monitoring, evaluation and
reporting on service delivery
l 5-10 years' senior management experience in local government administration
l Extensive and practical knowledge of legislation governing local government and other related legislation
l Knowledge and application of performance management (preferably in local government)
l Experience in community facilitation and networking.

The successful candidate will be required to sign a fixed-term contract with the Council as well as an annual
performance agreement.
