PUBLIC PROCUREMENT EXPERTISE IN DEVELOPING COUNTRIES.

On account of the Belgian State and other donors BTC executes development projects in partnership with local public sector partners. Until now, in implementing these projects mainly own systems (procedures and tools) have been used.

In the context of the Paris Declaration this approach will significantly change. In execution more and more responsibility will go to the local partner and national systems will be used increasingly. In a first stage, when using national systems, Belgium will focus on financial management and procurement. In this respect,Belgium follows the European approach.


New execution modalities for projects with more responsibility for the partner and with the use of national systems hold more risks for a correct use of the resources and the achievement of the project objectives.

The degree to which the national systems (‘on budget’, ‘on treasury’, ‘on accounting’, ‘on procurement’, ‘on audit’...) will be used.

First, an overall assessment will be conducted at the national and/or sector level.

If it is relevant, possibly also the decentralised level will be assessed.

The overall assessment will give an indication of the risks involved in using the national systems for the execution of projects.

The assessments are based on:

- Procurement: OECD Methodology for Assessment of National Procurement systems

Besides, other documents will be used, such as Fiduciary Risk Assessments of DFID.

In certain cases, an analysis of the documents will not be enough:

- If there are no reports available

- If more information is needed at the sector or the decentralised level

- If information is outdated.

In these cases it may be necessary to perform an assessment and / or to gather additional information in the field. This will always be done in partnership with other donors and the partner country.

Second, BTC will also perform assessments at the organisational level. How does the organisations that (co-)executes the project perform with regards to finances and procurement? These assessments will be performed during the formulation stage of a project and are an input to determine the eventual execution modalities of a project.

REQUESTED SERVICES

For the lots 1, 2 and 3 the requested expertise is related to public procurement.

The experts must be capable to provide expertise in the following fields :

- Gather information about the procurement system (assessments, legislation, actors, processes, procedures, tools…) in our partner countries

- Analyse and interpret OECD assessment tool (Methodology for Assessment of National Procurement Systems) and other assessment tools in view of determining risks involved in using national systems in projects

- Gather and interpret additional information about the evolution of areas that have a low score in assessments

- Participate to assessment at the national level, the sector level or the decentralized level (in partnership with other donors and partner countries)

- Report about performance, risks, the evolution of procurement system and possible risk mitigating measures

- Provide advice for and backstopping of projects with regards to the reform of the procurement system

LOT 3 : PROFILE OF EXPERTS

Lot 3 : Ecuador, Bolivia en Peru.: Spanish. 20 mandays during a year

The 2 senior experts in public procurement have to be able to communicate (oral and written) perfectly in Spanish and must correspond to the following profile :

- Hold a relevant Masters degree (economics, law, engineer, political sciences, ….) and complementary training in public procurement

- Thorough knowledge of public procurement systems (legislative framework, processes, actors...)

- Experience with the evaluation of public procurement in

developing countries (especially Latin America) with the OECD method

- Experience in supporting public procurement systems reforms

(preferably Latin America)

- Very good reporting skills: Be able to report about findings and

recommendations in a clear and coherent way

- Excellent writing and oral communication skills in Spanish

- Attitudes: results-oriented, customer-focused, open, team player
