Accounting: Internal Audit Manager

The National Democratic Institute seeks an Internal Audit Manager to be a part of a two-person Internal Audit Management team which is responsible for conducting audits of NDI’s 65 worldwide field offices (click here for current list). The Internal Auditor will also coordinate with an outside accounting services firm used to perform occasional internal audits. This position is based in NDI’s headquarters in Washington, DC, with international travel of 25 – 35% anticipated.

This position reports to and is supervised by the Chief Financial Officer, with direct access to the Chair of the Audit Committee at the Internal Audit Manager’s discretion.

Responsibilities

  • Ensure that effective internal control systems, including adequate policies and procedures, are in place at the field offices;
  • Prepare a comprehensive risk profile semi-annually for assigned field offices and develop an audit schedule for future visits;
  • Prepare a scope of work for each internal audit visit, based on a review of financial records and on inquiries with DC-based regional and administrative teams;
  • Conduct field office audits and prepare a comprehensive report for each audit, and make preliminary recommendations to the field office;
  • Present report observations, findings, recommendations and action plans to management and the Audit Committee;
  • Follow-up on audit recommendations and the implementation of action plans on a regular basis;
  • Identify training needs for field accounting staff and conduct training, if necessary;
  • Make recommendations on how to improve the existing accounting, financial and internal control procedures of NDI;
  • Contribute to the preparation of Internal Audit’s semi-annual newsletter, which highlights results of recent audits and areas for improvement;
  • Assist with the development of financial management practices and procedures; and
  • Perform other tasks as directed by the Chief Financial Officer or by the Audit Committee.

Experience Required

  • Degree in Accounting, Finance or Business Administration required;
  • Minimum of eight (8) years of relevant work experience required. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
  • Either audit experience or overseas experience in developing countries required; a combination of the two preferred;
  • Knowledge of OMB Circulars A-110, A-122 and A-133 and USAID and Department of State rules and regulations preferred;
  • Effective written and oral communication skills in English, including active listening skills and experience in presenting findings and recommendations to a broad range of individuals;
  • Good skill in negotiating issues and resolving problems;
  • Ability to work and think independently with strong analytical skills;
  • Computer skills, including word processing, spreadsheet, email and internet technology and ideally other business software to prepare workpapers, reports, memos, summaries, and analyses; and
  • Ability to effectively multitask multiple projects.
