An Administrative Coordinator (M/F) – Pakistan

Since 1996 MdM has been working in Pakistan. The organization implements 2 main programmes:

• a post emergency program focusing on access to health care for the populations afflicted by the conflict in KPK and/or the floods : Since May 2009, the Khyber-Pakhtoonkhwa province (KPK, ex-North West Frontier Province) experienced several crisis, following military interventions in various locations on different times (Swat, South Waziristan and Orakzai for the most acute ones), which resulted with massive displacements of populations. Today, with these successive displacements different stages of vulnerability emerged: new IDPs and host communities right after the onset of the crisis (i.e. Kohat and Hangu districts); returnees who, after the end of combat choose to go back to their place of origin (i.e. Buner), host communities (i.e. Swabi) and “stayees” who after the crisis stayed behind, weakened and vulnerable (i.e. Buner). Man made crisis have been completed by massive floods which covered a major part of the country from North West to South East, all along rivers’ path (Kabul River, Indus). Pakistan in general and KPK in particular has appeared as a disaster prone region in which MdM has decided to be active with fast reaction teams on Primary Health Care.

• long term program focusing on Gender based violence in Punjab province : 3 regional offices (Lahore, Multan, Rawalpindi) have been established in which each team covers 8-13 Dar-Ul-Aman (shelter for GBV victims). Teams are multi-disciplinary consisting of medical, legal, psychological and advisors and field officers assigned with the task to support DUA staff and civil society to provide quality of services to residents free of charge. Moreover investments have been made in improving the overall management and condition of DUAs through training of staff and distribution of essential medicines and equipment. MdM aims to sustain established services in Dar Ul Aman settings and gradually phase out and hand over the full scope of the program to Social Welfare Department and civil society organizations.

TASKS AND RESPONSIBILITIES:

At the moment the long term program and emergency program are in process of merging in to one Pakistan MdM team lead by one General Coordinator of the Pakistan MdM mission (with 2 programs: IDP and GBV).

As administrative Coordinator you are responsible to set up this process.

The main duty of Administrative Coordinator is to manage the financial, accounting, budgetary and administrative aspects of the mission in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission. The Administrative Coordinator is responsible for an ongoing harmonisation process of all administrative related activities across all sites.

The Administrative Coordinator reports directly to the General coordinator of the country; s/he is in direct link with both administrators of Punjab and of KPK programmes as well with the HQ Financial Controller (CGF)

More specifically:

• On the budgetary and financial part of the Pakistan programmes, participates in context analysis, constraints and needs and participate in planning’s definition, organises and ensures its implementation • Is in charge of the continuous financial and budgetary evaluation of the programme; and s/he organises its implementation in coordination with Punjab and KPK Coordinators and Punjab and KPK administrators • Guarantees the respect of administrative and legal framework in the whole country, ensure implementation and respect of rules on each programmes, in link with Punjab and KPK coordinators • Support Punjab and KPK coordinators and KPK administrators and ensure continuous training • Coordinate a permanent monitoring of use of financial resources of the 2 programmes. • In terms of financing, he supervises and raises funds in the field; he is responsible for good relations with donors, supervises the draw up of financial reports, and ensures that contractual obligations are fulfilled. • Participate to prepare audit and external evaluations. • Possibly support the elaboration of budget for new programmes

Based in Islamabad

Work experience required:
- Strong INGO experience as administrative coordination - Experience in team management - Experience in negotiations and relations with local partners and authorities in a difficult legal, administrative and political context (very important) - Ease with complex finances - Legal knowledge is a plus - Good knowledge of international donors - Reactivity, anticipation, adaptability, capacity to take initiatives - Organisational skills, rigor - Impartiality - Ability to synthesise - Ability to classify and to manage prioritises - Listening and diplomacy skills - Capacity to work and to live in tense conditions

A good command of the SAGA software would be an asset

Languages required: Fluent English (oral and written) mandatory

Duration: 12 months
