Change Management Specialist, P-4, Dakar

Purpose

Under the coordination of the Regional Chief of Operations, this post directly contributes to the mitigation of risk to the effective and efficient management and stewardship of resources across the WCA region by assisting in the planning and application of regional management priorities including established priorities and organizational change initiatives. The post has special emphasis on Vision rollout and IPSAS compliance monitoring Post also assures appropriate operational governance coverage at CO level when required (ie emergency operations surge, fill in for vacancies/long term absences of operations staff, training/orienting new Operations managers.

Key expected results

  1. Actively participates in the Regional Change Management Committee and coordinates a range of planning, implementation, capacity building, information gathering and reporting functions in relation to the rollout and application of organizational change initiatives across WCAR. Special emphasis on VISION rollout and IPSAS compliance monitoring.

  2. Provides direct on-site Country Office oversight and technical support on the basis of Regional priorities. These may include but are not limited to emergency and non-emergency planning & surge support missions, temporary fill-in Operations assignments and orientation and coaching missions. Undertakes Peer Reviews and oversight assessments. On some assignments direct authority over staff, systems and resources may be assigned.

  3. Participates in Regional Office planning, coordination, capacity building, monitoring and support activities to Country Offices in operations management areas such as budget planning, VISION rollout, UN Coherence/common services, HACT/DCT management, IPSAS compliance, BCP, ERM/RCSA, audit, policy analysis etc.

  4. Contributes and participates in the analysis of regular and specific Country Office reports and preparation of regional management reports. Participates in regional strategic operations planning discussions. Participates in the generation, management and sharing of knowledge on operational and management topics within the region including good practices and lessons learned.

  5. Participates as a member of the Regional Office Operations team contributing to the planning and implementation of change management initiatives in the Regional Office, analysis and improvement of work processes and implementation of assigned regional office operational tasks.

Qualification

Advanced university degree in Business Administration, Management or related field*.

Eight years of progressively responsible professional work experience at national and international levels in office management, especially in the area of human and financial resource planning and administration. Experience in managing and implementing organizational change.

Knowledge of UN and UNICEF programmes and activities important. Negotiation/liaison skills an important asset.

Fluency in English and French required.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
