Consultancy on Sport for Development Terms of Reference

Start Date: 31 October 2011

Length of Contract: Six months

Purpose: The consultancy will aim to develop and implement a strategy to integrate sport for development (S4D) into the equity agenda. The strategy will seek to build on Programme Division’s leadership of the equity roll-out and UNICEF’s strong portfolio of S4D assets including: Goodwill Ambassadors from the world of sport (Serena Williams, Leo Messi, Pau Gasol); high profile partnerships including with the International Olympic Committee, major sport federations (International Cricket Council, National Basketball Association), teams (Futbol Club Barcelona, Manchester United) and NGOs (Special Olympics, Grassroots Soccer); and S4D projects implemented by UNICEF Country Offices and National Committees.

The strategy will capitalize on UNICEF’s lead role as a pioneer in the use of sport as a tool for tackling development issues, as well as the organization’s convening power to mobilize key stakeholders in support of a strengthened global focus on reaching the world’s most disadvantaged children.

Civil Society Partnerships Section (CSP) will launch a revitalized and greatly expanded “Team UNICEF” that will introduce the equity approach to a vast, general audience. In addition “Team UNICEF” will target key stakeholders including government leaders, wealthy donors, civil society organizations, and young people. This will build on the CSP Section’s strong work with FIFA in 2006 that introduced “Team UNICEF” at the time of the World Cup in Germany.

What is Team UNICEF? There are a number of options for how to develop the concept of Team UNICEF, for example, Team UNICEF could bring together all existing UNICEF sport partnerships under one umbrella to promote the equity agenda through an agreed advocacy strategy that includes the consistent use of simple and powerful messaging. Team members would deliver these messages on behalf of UNICEF during major sport events, media interviews, through creative sport merchandising campaigns.

CSP will bring together an appropriate group of internal stakeholders to define and develop Team UNICEF. Enthusiastic interest has been expressed for our 20-page concept paper, “Team UNICEF, The Game Plan” by ROs, COs, Natcoms, and HQ divisions. CSP will then lead and coordinate the roll out of Team UNICEF in close collaboration with internal and external partners.

Specific Tasks and Deliverables

(a) Update “Team UNICEF, The Game Plan” concept note to incorporate the latest strategic thinking on the equity agenda, SRAs, programming, advocacy, fundraising and partnerships. (b) Share the updated draft concept note, solicit inputs. (c) Convene an internal working group (PD, DPP, PFP, DOC, Evaluation Unit, Natcoms, Representatives of ROs and COs) that will work in a collaborative way to finalize Team UNICEF concept and develop a work plan with clear timelines, tasks, distribution of responsibilities and deliverables. (d) Stemming from the final Team UNICEF plan, consultant will manage those responsibilities and deliverables assigned to CSP, e.g. – in close consultation with PD technical sections, develop key messages that will form the basis of the Team UNICEF initiative; mobilize key sport partners such as Special Olympics, International Cricket Council, and Grassroots Soccer; provide technical support to COs to tailor Team UNICEF to their specific programme priorities. (e) Monitor on-going progress and challenges in the implementation of the Team UNICEF initiative and propose solutions. (f) Coordinate information-sharing and sharing of lessons learned.

Competencies

• Advanced university degree in the social sciences, programme communication, international development. • 5-8 years relevant work experience. Previous experience with UNICEF is an asset. • Excellent analytical, research, writing, and communication skills. • Experience coordinating complex partnerships. • Knowledge of the latest developments and practices in the area of Sport for Development. • Proven ability to translate research findings into practical guidance. • Strong interpersonal skills. • Ability to work independently, demonstrate initiative, and produce results. • Ability to meet deadlines, often on short notice.
• Computer skills, including internet navigation and various office applications.
