Coordinator TB, HIV/AIDS & other Communicable Diseases (UKR) Grade: P5

To support the Health For All and European Health 2020 policy development in Europe in general, and in particular the attainment of Millenium Development Goal 6 Targets 6 and 7. To provide support to Member States in strengthening their National TB and HIV/AIDS Programmes, aiming at improving their capacity for prevention, control and surveillance. To work in close collaboration with respective technical programmes of the Regional Office and with concerned external partners. To provide assistance to the Member State of Ukraine in strengthening its capacity for preventing and controlling TB, M/XDR-TB and HIV/AIDS and to strengthen TB and HIV collaboration and integration.
Description of duties:
The incumbent of the position will:

- Lead and supervise the WHO relevant staff and activities at the country level on prevention, treatment and care of TB, MDR-TB, HIV/AIDS and other communicable diseases.

- Coordinate technical assistance and provide advice to the Government in implementation and monitoring of activities in line with the WHO strategies and European Action Plans for MDR & XDR TB and HIV/AIDS.

- Coordinate with major stakeholders (for example: USAID, EU, World Bank, The Global Fund, Foundation for Development of Ukraine, UNAIDS, among others) the developmetn of policy agenda and planning for TB, MDR-TB, HIV/AIDS and other communicable diseases in Ukraine.

- Based on needs assessment, raise funds necessary to expand interventions in the country and assist the government in their fund raising efforts.s.

- Advocate with the Government and with other organizations and NGOs working in the area of communicable diseases control in Ukraine in order to align their activities in a unique approach to prevention, treatment and care of TB, MDR-TB and HIV/AIDS/STI in each province.

- Supervise the organization of the national and regional training workshops and meetings.

- Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree in medicine with post graduate training in tuberculosis and other communicable diseases.

Desirable:
Post graduate training in MDR-TB, HIV/AIDS and TB/HIV management and health systems.

Skills:
Knowledge of TB, MDR-TB, HIV/AIDS and TB/HIV prevention, control and care and other communicable diseases, epidemiology, surveillance and operational research.

Other skills required:
Microsoft Office package. Excellent command of word-processor and spreadsheet applications.

Experience:
Essential:
Ten years experience at international and national level in management of TB and MDR-TB control programmes based on WHO recommendations.
Experience in policy making process, as well as working with senior policy makers, officials and scientists at the international and national levels.
Extensive experience in the field of communicable diseases control, especially TB in different settings (national programs, prisons).
Experience in managing public health programs in high burden countries and management of TB programs at senior national level.
Considerable experience in strategy development, programme monitoring and workplanning.

Desirable:
Experience in working in CCEE and NIS countries. Experience in management of HIV/AIDS control programmes. Experience in working with WHO/UN is an asset.
Languages:
Essential:
Excellent knowledge of English and working knowledge of another WHO official language (ie Russian, French, Spanish, Chinese or Arabic)

Desirable:
Knowledge of Russian and/or Ukrainian language is an asset.

Annual salary: (Net of tax)
USD 80,629 at single rate
USD 86,791 with primary dependants
Post Adjustment: 47.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
