Deputy Chief of Party, Security and Justice Sector Reform, Guatemala
Project/Proposal Summary: The purpose of this project (SJSRP) is to assist in implementing the Government of Guatemala’s efforts at reform of the police, justice system institutions and civil society organizations concerned with security and justice. The project will establish conditions for greater state capacity to manage security and justice administration and greater levels, greater technical capacity to support enhanced security and justice and greater civil society oversight of public and private security services.
Position Summary: MSI is seeking an experienced Deputy Chief of Party (DCOP) to assist the Chief of Party (COP) in the technical, administrative and financial management of the project. The DCOP will coordinate the work of the financial and administrative staff and will supervise, under the guidance of the COP, project components in both in the DCOP’s area of expertise and other areas that will be delegated to the DCOP by the COP.
MSI is seeking a DCOP with demonstrated technical expertise in one or more of the following technical areas: administration of justice, civil society, public administration reform, institution capacity building, citizen security and safety, and police training.
Responsibilities: • Assist the COP in the oversight of the design and implementation of all project activities; • Supervise of all component leaders to ensure fulfillment of work plan objectives; • Provide oversight and control of administrative and financial management under the guidance of the COP; • Assist in required reporting to USAID; • Assist the COP in monitoring program performance and budget; • Provide technical assistance as required in the DCOP’s area of expertise.
Qualifications: • At least 10 years of relevant experience in security sector or justice programs or related governance and democracy programs; • Demonstrated technical expertise in one or more of the following technical areas: administration of justice, civil society, public administration reform, institution capacity building, citizen security and safety, and police training; • Master’s degree preferred; • Gender sensitivity; • Demonstrated ability to manage development programs; • Proficiency in Spanish required and in English preferred.
