Reports to: Head of Emergency Unit; Relevant Emergency or Country Director when deployed to an emergency in an existing field.

Liases with: Emergency Unit, HR

Contract Details: 2 year fixed term contract

Job location: Dublin with extensive international travel

Pay Band: €41,281 - €48,151

Job Purpose

The HR and Administration Manager will be responsible for setting up a HR system in line with Concern policies, best practices and national laws of the Country.

The Manager will also assume responsibility for the establishment of effective administration system and ensuring that Concern facilities, both office and houses, are maintained to Concern standards.

Job Background

The Emergency Response Team (ERT) was established eighteen months ago to ensure that experienced staff were available to deploy to a new emergency at 24 hours’ notice, to rapidly identify and establish programme interventions – either directly or through partners, and to provide continuity of presence in the initial months of the response.

The primary function of ERT members is to respond to emergencies and, as such, it is envisaged that they will spend up to eight months of the year in the field. Pre-existing workloads should not delay deployments in response to new emergencies.

In periods between deployments, ERT staff may be asked to deploy to country programmes in which there is not a new emergency, complete assessments and evaluations, contribute to training workshops, and give support to function-related work being undertaken within the organisation.

Team members will be based in their own home and will work from their home between deployments.

ERT staff must be flexible, prepared to work in a wide range of countries, and be able to adapt their skills to different operations including conducting assessments, setting up of projects, and training replacement staff.
