This is a professional post on which the Agency depends for the provision of all Agency Information Systems enterprise infrastructure implementation and maintenance activities. This position performs specialized professional IT work involving establishing, maintaining and upgrading computer and telecommunications enterprise infrastructure, ensuring that the capacity, reliability and availability of IT enterprise infrastructure services meet the requirements of the organization. He/she leads the enterprise infrastructure services team and is responsible for providing technical leadership and resource management for these services, including conducting business analysis and feasibility studies, system design, contracting, planning, implementation and maintenance. Under direct supervision from Chief, Information Systems Division and in accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Analyse different technological alternatives and advocate appropriate use of technology to solve various IT infrastructure and telecommunications services infrastructure problems and to deliver advanced, reliable and cost effective new services based on various Agency needs; • Manage internal resources allocated to infrastructure planning upgrade and maintenance activities including budgeting, contracting, project management and staff supervision activities: • Lead the Technical and Telecommunications Service Section in planning, developing, deploying, monitoring, maintaining, operating and documenting adequate and reliable ICT technical and data center (internal and/or outsourced) hosting operations, including central applications server services, network services, e-mail services, database management, ICT security services and information production services; • Lead the section in planning, developing, deploying, monitoring, maintaining and documenting adequate and reliable ICT services for the provision of global voice and video services, utilizing PABX, Internet and satellite services; • Lead the section in developing, enforcing, monitoring and documenting adequate ICT security procedures and standards in relation to voice and data transmission security, information access control, equipment physical security and facilities access security. Participate in security incidents management, security assessments, and vulnerability testing; • Provide recommendations on standards for software and hardware technology including the selection and implementation of various software tools required for managing the infrastructure;
• Provide ICT support, guidance and expertise to information systems applications development projects and other Agency departments and facilities as and when needed.

Professional Knowledge and Experience • Advanced university degree in computer or telecommunications engineering or other related discipline. A first-level university degree in combination with professional training and qualifying experience may be accepted in lieu of the advanced university degree; • A minimum eight years of relevant practical experience (a minimum of ten years of relevant practical experience with a first-level university degree), including at least four years of recent experience in managing global IT and telecommunications infrastructure services, in a large and relatively sophisticated environment; • Advance knowledge of ICT operations and service management standards, including ICT services design, transition and operation; • Experience with preparing ICT related Request for Proposals (RFP), bids analysis, contract negotiations and management, and service level agreements management; • Practical experience with IT security operations, including vulnerability testing, security assessments and the application and integration of IDS and IPS; • Practical experience with LAN management and corporate e-mail systems, specifically with MS Windows Server, MS Exchange, TCP/IP, and the application and integration of QoS, encryption and compression over WAN links; • Experience with project management tools and techniques in addition to hands-on experience with MS Office, MS Project or similar software tools; • Demonstrable project leadership and supervisory experience; • Fluency in written and spoken English.

Desirable Qualifications • Additional certification network systems and/or product management, information security, services management, project management, and/or infrastructure management; • Knowledge of the mandate and mission of UNRWA as well as the cultural, political and social environment in which it operates; • Work experience in an international context.

Equivalency When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Additional Information The incumbent of this post will be required to travel throughout the Agency's area of operations in the Middle East.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $72,373 net tax free with dependants or $67,395 single, plus post adjustment of 42.2%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
