General information

The Human Resources Function reports to an Assistant Secretary-General and is the central technical adviser to Senior Management and the Secretariat on all HR matters.

The function seeks to contribute to the achievement of the Secretariat’s mandates through effective Human Resources Management service. It supports the translation of Commonwealth ideals into people policies and practices by providing technical HR support that links People, Strategy and Performance.

The function continuously seeks to align the Secretariat’s Human Capital capacity with its mission, capabilities and changing mandates to ensure that it carries out its functions effectively and efficiently. It develops and implements HR management policies, procedures and practices suitable for a modern international organization, taking into account organizational needs, staff aspirations and good employer practices. As the central authority on matters relating to the management of Human Resources, the HR Function is expected by the Secretariat to function as a Strategic Business Partner, Policy Adviser, Change Agent and Employees Advocate. It is responsible among other things, for the following:

  • Leading on the development and coordinating implementation of the Human Resource Management Strategy.
  • HR Policy development, review and co-ordination of its implementation.
  • Resourcing and contract administration for staff positions at the Secretariat’s Headquarters in London, its Office in New York and the Commonwealth Youth Programme Regional Centres in India, Guyana, Solomon Islands and Zambia, as well as for consultants and long-term experts for field assignments in developing countries in the Commonwealth.
  • Performance Management, Staff Development and Training, Human Resource Planning, Monitoring and Evaluation, Reward Management, HR Administration Services including terms and conditions of service, HR Management Information Systems, Employee Relations and Change Management.

The paramount considerations in the delivery of HR Services is the need to continuously support the Secretariat to deliver the highest standards of effectiveness, efficiency, competence, integrity, professionalism and responsiveness in its work, with due regard to the importance of recruiting staff on as wide a geographical basis as possible, within the Commonwealth.

Job summary

The Learning and HR Projects Manager will be responsible for two specific functions within the HRS.

  • Managing the Learning & Development function to enable improved performance across the Secretariat
  • Managing specific HR led projects to enable the delivery of improved HR service to the Commonwealth Secretariat

Task description

  • The post-holder manages the learning & development function in the Secretariat to ensure the effective performance and development of employees by:
    • Identifying training needs across the Secretariat using a variety of diagnostic tools and interactions
    • Developing an annual Strategic Learning and Development plan for the Secretariat that incorporates needs identified from Performance Appraisals and other methodology.
    • Managing the L&D budget and negotiating with external providers to ensure needs are met within budgetary constraints.
    • Work with external providers to develop training modules in line with the needs of the organization.
    • Designing and delivering training programmes in accordance with the needs of the Secretariat
    • Monitoring the performance appraisal process and completed documentation, to ensure consistency of the process and also that development needs are acted upon. This includes providing training on the performance appraisal process to staff and providing reports to management.
    • Providing reports to management identifying L&D trends and return on investment analyses, proposals for new L&D activity and HR Projects
    • Managing the Orientation Programme for all new starters to the Secretariat.
    • Managing the administration of all training workshops and recording attendance, using the HR Pro system.
    • Evaluating the effectiveness of all L&D activity to identify areas of improved performance and to feed into future plans.
  • Managing HR led projects as assigned. Undertaking and/or providing input into HR Projects as required, to ensure, the efficient delivery of HR services across the Secretariat.
  • Regularly analysing the Performance Management System paying particular attention to the management of the process. Providing reports and recommendations to Management, through monitoring and review process.
  • Managing the L&D inputs for the annual strategic planning process to ensure accuracy and consistency of information.
  • Managing the two components under the L&D; the skills enhancement programme and the Professional Development Programme within the allocated budget.
  • Handling all enquiries and providing advice where required on all L&D matters.
  • Performing other duties as required.
