Regional Coordinator and Communications Officer The Global Water Partnership –Southeast Asia (GWP-SEA)

The Global Water Partnership –Southeast Asia (GWP-SEA) Secretariat is going to be moved to the Asian Institute of Technology (AIT) in Bangkok, Thailand starting January 2012 and is looking for suitable individuals with the right experience and skills to fill the post of Regional Coordinator and Communications Officer.

GWP-SEA is a regional network affiliated with the Global Water Partnership that brings together governmental, educational, private and civil groups and all interested water related institutions and sectors in Southeast Asia, for purposes of supporting countries in the Sustainable and Integrated management of their water resources.


A. TERMS OF REFERENCE FOR THE REGIONAL COORDINATOR

The Regional Coordinator is the chief Executive Officer of the GWP-SEA. As such, he/she leads a small regional secretariat that will be based at the AIT in Thailand. Specific functions of the Regional Coordinator are:

1. Coordinate, manage, administer and monitor the implementation of the GWP-SEA programme according to the decisions of the GWP-SEA Steering Committee;

2. Coordinate, liaise and work very closely with the GWP Network Officer for the region to ensure timely submission of regional inputs to the centre, synergy within the GWP Network and to help share knowledge across the Network.

3. Be responsible for ensuring that the GWP-SEA programme is relevant in the region and that the work programme outputs and processes contribute meaningfully to Integrated Water Resources Management (IWRM) promotion and implementation in Southeast Asia.

4. Be proactively responsible for fundraising for GWP-SEA programme.

5. Prepare annual work plans and budgets, periodic progress/financial reports and direct the implementation of the work plans, ensuring the involvement of Country Water Partnerships and Regional Partners in the planning and implementation thereof;

6. Actively engage in the recruitment of GWP partners in the regions in line with the GWP policy on Partners and keep an updated Registered Partners’ register.

7. Facilitate processes and decision-making for the preparation of strategies and other documents to be submitted to the GWP-SEA Steering Committee (SC), Consulting Partners (CP) and GWPO (Global Water Partnership Office based in Stockholm);

8. Act as Secretary to the GWP-SEA SC and to the CP, taking part in meetings with the right of voice but without vote;

9. Call the meetings of the GWP-SEA SC at the request of the Chair, as well as organize and prepare the necessary documents for the CP and the GWP-SEA SC meetings;

10. Ensure effective networking, communication and information sharing amon GWPSEA Partners, including promotion of lessons learnt between the Country water Partnerships, GWP Networks of other regions and GWPO;

11. Maintain regular and active communication with the GWP-SEA SC, the host institution, and GWP Partners;

12. Manage and enhance performance the GWP-SEA Secretariat to ensure a high quality professional service to the Regional Water Partnership and outside;

13. Be responsible for the financial management of the GWP-SEA programme through the Host Institution (AIT);

14. Be responsible for ensuring that the role of GWP-SEA and the quality of processes and outputs developed meet the basic minimum conditions of the ‘GWP Organization and Network’;

15. Be responsible for ensuring that GWP-SEA benefits from and contributes meaningfully to the global network.


B. TERMS OF REFERENCE FOR THE COMMUNICATIONS OFFICER

The Communications Officer is principally responsible for ensuring effective and efficient communications between the GWPO, GWP-SEA and the Country Water Partnerships. He/She reports directly to the Regional Coordinator. Specific functions include among others:

1. Develop and implement the Regional Water Partnership (RWP) communications strategy in alignment with the global network’s strategic direction and particular regional

2. Coordination of information and knowledge sharing among the network partners, members and other interested stakeholders;

3. Ensure quality reporting to GWPO of RWP achievements and outcomes on a regular basis, as well as the timely dissemination and exchange of information on the outcomes of Regional activities to key audiences, including Partners, donors, other GWP Regions, media, relevant organisations and institutions, governments, etc.

4. Supports the Regional Coordinator in managing the network, the GWP-SEA programme and its responsibilities towards the GWPO;

5. Responsible for effective networking, communication and information sharing among GWP-SEA Partners, including promotion of lessons learnt between the Country Water Partnerships, GWP networks of other regions and GWPO.

6. Overseeing the development/production of communication materials for the SEA region for publicity, information sharing/knowledge building and fundraising Develop,write, and edit public awareness material on the RWP and its activities, including press releases, publications, newsletters, PowerPoint presentations, etc.

7. Arrange outsourcing as necessary of selected editorial/writing services, translations, design, composition and printing.

8. Manage media relations.

9. Maintain and update the RWP website and the regional material on the GWP website.

10. Support CWP publications and websites ensuring consistent use of the GWP graphical policy.

11. Oversee the development and operation of RWP knowledge systems to facilitate information flows and document management in the regional office, and in the region’s network.

12. Facilitate the RWP’s presence at events and ensure that exhibition stand and material properly reflect the Region’s reputation.

13. Oversee the organization and maintenance of electronic mailing distribution lists of stakeholders and members.

14. Liaise with GWPO Head of Communications and colleagues from other RWPs to seek advice and share information and experience that may benefit the entire network.


C. QUALIFICATIONS

The ideal candidates for the two positions should have the following qualifications:

College/university degree

Good command of English (written and spoken)

PC skills (Excel, Word, Power Point)

At least two years relevant experience

A flexible, diplomatic, friendly and cooperative personality with a sensitive approach to the regional specifics as well as the differences in the national, political, cultural and social environments in the SEA region. Working experience at the regional level is an advantage.

Willing to be based and work in Bangkok

Interested candidates are required to submit their resume stating expected salary (salary range for Regional Coordinator, not exceeding Euro1600 and Salary Range for Communications Officer, not exceeding Euro 1000).
