The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization established in 1995, with member states across all continents, which aims to support sustainable democracy world-wide and assist in the development of institutions and the culture of democracy. At the interface between research, fieldwork and the donor community, IDEA provides a forum for dialogue, builds networks of experts, develops training materials and provides strategic advice at the international, regional and national level, cooperating with a range of organizations.
The Institute now invites proposals from qualified individual interactive filmmakers/interactive film production companies for the technical production of an interactive film, “Vote Watchers: How Views (and Voices) from the Street are Influencing Elections Around the World.” The services include filming of case studies, editing of film material, and production of final film that includes interactive features. The entire project is expected to take one year. The Request for Proposals and the Terms of Reference for the assignment are available athttp://www.idea.int/about/vacancies/index.cfm.

1. Background
Around the world, and more than ever before, elections are making international headlines. There are a number of reasons for this rising interest, including, for example, the scourge of electoral violence and the increasingly spectacular amounts of money in election campaigns. More and more, however, elections are making the news because of the work of citizen journalists1, who use the internet and social media networks to publicize their own personal election stories, which often showcase what the traditional media cannot. Unfortunately, however, there is little research and data about these journalists, their work, their motivations and their impact. As a result, the world might know these journalists’ reports and work, but people do not necessarily know the “back story,” which includes what drives these individuals to take on this work and also the impact of the stories on the election and other aspects of the political process. In order to address this gap, International IDEA envisages a multimedia project entitled, “Vote Watchers: How Views (and Voices) from the Street are Influencing Elections Around the World.” This project, which will include an interactive documentary film, seeks to highlight the work of approximately three citizen journalists who focus on elections. In so doing, the documentary will explore elections through the lenses of these journalists, focusing on the themes of political participation, electoral integrity and the benefits and drawbacks of a growing reliance on technology.
International IDEA seeks a technical partner who can assist with the production of the interactive film.
2.Objectives of the Assignment
The objective of this assignment is to create an online, interactive documentary film on citizen journalists who cover electoral processes around the world.
3.Scope of Work
The main activities will include:
- Travel to each site and filming of interviews and related footage at each site visit.
- Editing of the footage.Production of at least 3 drafts and a final interactive film.
- Development of interactive graphics and features for the film.
- Any other related technical tasks that are necessary for the creation of the final film
For the purposes of this project, citizen journalist refers to a private citizen who independently (without endorsement or support from any other entity) develops and digitally disseminates news reports. This project will focus on citizen journalists who focus on election-related issues.
4.Timing and Work Plan The timeline for the creation of the final film is approximately 11 months (11 January 2016 to 5 December 2016).
5.Deliverables and Reporting Requirements
The deliverables include the following:
- Initial proposal, workplan and timeline.
- Three interim narrative and financial progress reports (approximately March 2016, June 2016 and September 2016). The narrative reports should include an overview of the work that has been completed and a plan for the next phase of work (including rough timeline). They should also include any pending questions and/or problems. The financial reports should include a detailed accounting of the money spent since the last payment. These reports should be submitted to Seema Shah by email.
- A final narrative and financial report (by December 2016).
- At least three drafts of the film (to be submitted at times decided upon by IDEA and the chosen partner).
- A final interactive film
6.Management and Organisation
International IDEA envisions the final film to be the product of a partnership. In this regard, IDEA will take the lead in developing the concept and topical focus of the film, identifying interviewees, developing interview questions, and conducting the background research for each case study. IDEA will also develop the non-film “add ons,” including but not limited to election synopses, backgrounders and/or others.
International IDEA expects the technical partner to take the lead on and manage the physical filming, editing and production of the online product. IDEA will also make final decisions regarding what content is cut/retained during the editing process.
