GBV Coordinators (3 posts: Juba, Aweil, Malakal - South Sudan)

Organizational Context Under the direct supervision of the Deputy Representative, the Gender-Based Violence (GBV) Coordinators are responsible for the planning, coordination, implementation, monitoring and evaluation of GBV prevention and response initiatives across the UNFPA Southern Sudan programme, and for the GBV Sub-Cluster.

The GBV Coordinators facilitates and coordinates rapid implementation of GBV programming in an acute humanitarian emergency setting in accordance with multiple tools including the IASC Guidelines for GBV Interventions in Humanitarian Settings, Standard Operating Procedures, GBV Coordination Handbook, GBV Information Management System. GBV programming in humanitarian emergencies is multi-sectoral, involving multiple organizations and actors from the displaced and host communities, NGO and government implementing partners, UN agencies, and other national and international organizations to engage in comprehensive prevention and response initiatives. The GBV Coordinators’ duties include liaison and coordination with other organizations (coalition building), training and sensitization, strategic planning, monitoring and evaluation. The Coordinator will use the above mentioned tools and companion materials to facilitate planning, coordination, monitoring and evaluation of GBV initiatives.

S/he works closely with the Programme Specialist, Gender Officer and other programme staff providing analysis of projects as well as advises programme staff on GBV prevention and response initiatives. The GBV Coordinators supervises the Gender Officer, and other short and long term consultancies, and participates in the UNFPA Emergency Coordination Team. Externally the GBV Coordinators works closely with the GBV Sub-Cluster NGO Lead ARC, the Protection Cluster including state clusters and Health Cluster.

The GBV Coordinators will be stationed in Juba, Aweil and/or Malakal, 3 posts are available.

Responsibilities

Coordination: • Function as Lead of the GBV Sub-Cluster (Juba), and actively participate in the Protection Cluster both at national and state levels; • Liaise with other clusters and sectors (particularly government ministries of education, health, justice etc.) to ensure a multi-sectoral approach for gender mainstreaming and GBV; • Participate in the inter-sector working group; • Liaise with Humanitarian Coordinators, Country Representatives, cluster leads, GBV managers, SEA focal points, and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) and in peacekeeping missions; • Lead the effort to develop a multi-sectoral and inter-agency prevention and response programme to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Facilitate rapid development of agreed-upon standard operating procedures and related policies and practices; • Promote and facilitate the inclusion of GBV into CAP, Flash and other appeal processes and documents, including assisting in implementing the Gender Marker; and • Represent GBV in any other fora as needed.

UNFPA Programme/Project Implementation: • Initiate implementation and follow up on all activities programmed under existing UNFPA Gender Equality, GBV and related projects; • Design project documents required for the implementation of the programme and of the humanitarian component: support the appraisal of project proposals and annual work plans and other requested plans ensuring that they are soundly designed and prepared in accordance with UNFPA policies and procedures; and assesses the local context of the planning and administration of projects; • Provide technical support and guidance to implementing partners, in order to ensure good quality implementation of project activities; • In consultation with relevant stakeholders of the projects, prepare project work plans and budget revisions of the projects; • Involve in recruitment of project staff, consultants and subcontractors, including preparation of their ToRs and eventual debriefing and performance assessments as and when required; • Support processing of the projects’ administrative and finance matters, ensuring that all actions comply with existing rules and guidelines of UNFPA; and • Build capacity of local NGOs, UN agencies, peacekeeping officials and national armed forces by conducting training/awareness sessions/workshops on gender awareness, gender equality and GBV.

Assessments, Monitoring and Evaluation: • Undertake missions and assessments as appropriate to inform strategic approaches and for addressing the issues around gender equality and GBV, participate in the development/revisions of GBV specific assessment tools, inter-agency assessment tools, protection cluster tools and any other initiative in line with the WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence. • Monitor progress of gender equality and GBV related projects, identify sources of delays in the project implementation, contribute to feasible solutions, and ensure follow-up actions are being carried out. • In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies: o Work with the GBV sub-clusters to revise GBV Incident Reports and other relevant forms as needed for the setting. Train partner organizations and other sectors in use of this form with particular emphasis to the Guiding Principles for Working with GBV Survivors. o Collect, compile, and analyze monthly GBV report data with an emphasis on identifying trends and patterns. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes. • Utilize the GBVIMS, including acting as the Consolidative Agency and train stakeholders on how to use the GBVIMS

Capacity Building: • Support the building capacity of UNFPA staff on gender equality and prevention and response to GBV, including how to mainstream GBV and gender into other UNFPA programmes; • Support the building capacity of UNFPA staff on programme/project management matters; and • Support the building capacity of partners and government counterparts in prevention and response to GBV and gender mainstreaming, including how to use the following tools: o GBV Information Management System o Standard Operating Procedures o IASC GBV Guidelines o GBV Coordination Handbook o WHO Ethical and Safety Recommendation for researching on sexual violence o IASC Gender Handbook o Clinical Management of Rape

Reporting: • Prepare regular analytical reports to be shared with UNFPA Country office(s); • Drafts progress reports for programme/project implementation and reviews, contribute to the preparation of the reports on UNFPA activities including preparing concise project reports for donor reporting; and • Write quarterly work plans, monthly reports and other reports as needed or requested.

Resource Mobilisation: • Provide leadership and participate in extensive resource mobilization activities for the Gender Equality and GBV component and other components of the Southern Sudan programme.

Any other activities as requested by the Deputy Representative or Representative.

Requirements and Qualifications

Education and Training:
• Advanced degree in gender, women’s studies, international development studies, international law or other relevant field. • Prior training in prevention and response to GBV and their application in international humanitarian development settings • Prior training in the following GBV tools: o GBV Information Management System o Standard Operating Procedures o IASC GBV Guidelines o GBV Coordination Handbook o WHO Ethical and Safety Recommendation for researching on sexual violence o IASC Gender Handbook o Clinical Management of Rape

Experience and Knowledge:
• 4-5 years of progressively responsible professional experience, including management experience, in humanitarian and emergency settings, including at least four years of experience at the international level. • Proven experience of working on prevention and response to gender-based violence programming in emergency settings, and utilizing the GBV tools mentioned. • Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings. • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors • Knowledge, skill, and experience in participatory methods for community development and mobilization. • Group facilitation skills and experience. • Training skills. • Counselling skills and experience (recommended). • Coalition-building skills. • Experience working in humanitarian settings - preferably in an acute emergency. • Candidates with previous experience in the GBVIMS are preferred.

Language:
• Fluency in English, and knowledge of another UN language. • Knowledge of Arabic is desired.
