Background

The Global Fund: The Global Fund was created in April 2001 to fund a dramatic turnaround in the fight against Aids, Tuberculosis and Malaria. Indeed, these three diseases kill over 6 million people each year and the numbers are growing. The Global Fund functions on the basis of a public-private partnership serving governments, civil society and international NGOs in their coordination roles. To date, the Global Fund has committed US $ 11.3 billion in 136 countries based on call for proposals referred to as Rounds.
Togo and the Global Fund: Since 2004, the Republic of Togo has benefited from the Global Fund?s contribution to the national response to HIV/Aids, Malaria and Tuberculosis. Currently, the Republic of Togo is implementing 4 active Global Fund grants: 2 grants for Malaria (Round 6 and 9) and 1 grant for HIV/AIDS (Round 8).
UNDP, Principal Recipient of the Global Fund in Togo :Since the second Global Fund grant for Togo, UNDP has been designated by the Country Coordination Mechanism (CCM) and validated by the Global Fund as Principal Recipient for seven (7) grants (HIV/AIDS Round 2 and HIV/AIDS Continuity of services, TB Round 3 and 6, Malaria Round 3, 4 and 6). Therefore, UNDP is in charge of the programmatic and financial management of the funds granted to the country for these 7 grants. To this end, a Global Fund Unit has been put in place in to ensure a successful implementation of these grants in relation to the indicators contracted with the Global Fund. Currently, four (4) grants were financially closed (HIV/AIDS Round 2, HIV/AIDs Continuity of services, TB Round 3 and Malaria Round 3), two (2) were operationally closed (Malaria 4 and 6) and one (1) is active (TB Round 6).
Grants 8 and 9 are managed respectively by the Ministry of Health/PSI and Ministry of Health/Plan Togo. Especially for the newest PR (Ministry of Health), UNDP Togo concluded a capacities building plan and an agreement for the implementation of PSM plan for drugs procurement (HIV/AIDS Round 8 and Malaria Round 9).
Current challenges facing UNDP Togo Global Fund Unit :
Over the next two years, the UNDP Togo's Global Fund Unit will be :
  • Maintain the good performance of the active project TB Round 6 (Rating GFATM: A2)
  • Maintain the good partnership with the CCM, the GFATM, the LFA, TB National Programme (SB) and NGO
  • Capacities building of the new PR (Ministry of Health)
  • Harmonized grants closure
Transfer of entire PR capacities to the Ministry of Health

Duties and Responsibilities

Management of UNDP?s accountability vis-a-vis the Global Fund:
  • Organize a prompt and comprehensive response to requests for information, clarification and documents emanating from UNDP SMT and the Global Fund Secretariat.
  • Ensure that UNDP SMT and the Global Fund Secretariat are regularly updated on major developments related to Global Fund grant which UNDP is PR.
  • Supervise the timely production and submission of programmatic and financial reports by the Unit to the Global Fund Secretariat and the LFA.
  • Develop and maintains positive working relationships with the CCM members and the LFA.
  • Facilitate the missions of the Global Fund Secretariat to Togo; ensures follow-up to recommendations from missions.
  • Support the CCM in the drafting of Togo's proposals and responses to the requests for clarification from the Global Fund (TRP).
Global Fund Unit Management:
  • Define and communicates internally and periodically the Unit?s strategic priorities
  • Ensure that the TB Round 6 implementation strategies are executed and periodically assessed in collaboration with Sub-Recipients.
  • Supervise the execution of AWP, Budget, Performance Monitoring Framework and Procurement and Supply Management Plan.
  • Ensure a harmonized financial closure of Malaria Round 4, Malaria and operational/financial closure of TB Round 6.
  • Put in place mechanisms for the identification and management of risks which threaten the achievement of the results expected by the Global Fund; promotes a risk identification and management culture within the Unit.
  • Guarantee the internal dissemination and compliance with UNDP and Global Fund guidelines, rules and regulations on financial management, procurement and Sub-Recipient management.
Capacities building of the new PR (MoH) :
  • Maintain UNDP commitment to a timely devolution of its role as Principal Recipient to the Ministry of Public Health in Togo; maintains a constant dialogue with the Ministry on the issue.
  • Ensure effective management, implementation and monitoring of the capacity development strategy and plan in a participatory manner with national stakeholders and other partners.
  • Promote leadership by the MoH in monitoring the implementation of Global Fund grants as well as compliance by the Sub-Recipients with national norms and protocols related to HIV/Aids, Tuberculosis and Malaria.
  • Establish and maintains partnerships with local and international stakeholders.
  • Ensure that Sub-Recipients? interventions are in line with the Togo's Health System Strengthening Strategy (SRSS).
  • Develop and implement functional mechanisms for collaboration, coordination and information flow between national stakeholder's and UNDP.

Ensure provision of advisory services and facilitation of knowledge building and management.

Required Skills and Experience

  • Minimum of a Master's degree in social sciences, public health, management or other International Development related field.
  • At least 5 years of practical experience in community development, particularly on capacity raising aspects
  • Good knowledge of the Global Fund goals, objectives, principles and procedures and minimum 2 years of practical experience with GFATM Projects
  • Demonstrated skills and expertise in system analysis and development of interventions to improve quality/efficiency, and sustainability of health programs. Experience in health systems strengthening, including systems analysis and development of interventions to improve quality, efficiency, and sustainability of health program management.
  • Experience with several of the following: strategic planning; human resource management, management strengthening; capacity building; and logistics management.
  • Advanced understanding of capacity building approaches, best practices and lessons learned in the field of HIV/AIDS, TB and Malaria.
  • Proven ability to interact professionally and effectively with senior managers, decision-makers, government officials, and public and private donors.
  • Willingness to travel within Togo as needed.
