Afghanistan Finance Manager

Tearfund’s Disaster Management Team (DMT) has been working in Afghanistan since 2001. An exciting opportunity exists for an experienced Finance Manager for our operational programme based in Kabul (the capital city) with field locations in Kandahar, Jawzjan and Faryab provinces. We are looking for a person with proven finance management experience in a complex, and at times insecure relief and development environment. The successful candidate will have skills and experience in strategic planning and the effective management of a multi-location Finance function, a problem-solving approach to their work, leadership and strong communication skills, and a commitment to high levels of reporting, initiative and accountability. They will be able to work independently to tight deadlines and demonstrate that they are an effective manager with strong organisational, people management and communication skills.

Specific responsibilities include maintaining a system of sound internal controls to safeguard Tearfund assets and mitigate against the risk of financial loss; supporting the Programme Director and the project teams in the preparation of budgets and financial reports including reports to institutional (government) donors; providing timely and accurate financial information to enable operational management to monitor the programme and facilitate prompt decision making.

The post holder will be required to assist managers in monitoring programme budgets, providing financial resources and support to project teams. The post requires regular travel to field sites for assisting with auditing and donor reporting, staff development and training in financial systems and policy compliance.

Applicants must be educated to degree level and be a qualified accountant. Excellent written and spoken English is essential. We would also see as a significant advantage a commitment to learn one of the primary local languages.
