DIMENSIONS:

KEY RESPONSIBILITIES:

• To support the implementation of Gender Mainstreaming and standalone gender programmes by working closely with country teams and partners, regional coordinators and advisors, the Regional Programme Quality Manager, Regional Programme Managers and the Regional Human Resource Manager.

• Through coaching, information sharing and provision of training help build the capacity of staff and partners to understand and analyse gender issues, and to mainstream gender equity into programme design and implementation.

• To support the development and implementation of procedures and tools that will facilitate the effective, efficient and consistent monitoring and evaluation of standalone gender projects and gender mainstreaming within programmes and organizational culture.

• To assess and recommend action on key ongoing and new programme initiatives that do not demonstrate a contribution to increasing gender equity, with specific measured proposed to address gaps and weaknesses.

• To support the Human Resources Manager to take forward regional organizational development in such a way that gender equality is promoted for and by all staff and volunteers, including through gender – equitable recruitment, selection and performance review procedures, the development of family – friendly staff policies and the development, and possibly implementation, of a gender awareness – raising, training and capacity – building plan.

• Support mainstreaming gender equality goals in key ongoing and new programme initiatives and recommend specific measures to address gaps and weaknesses.

• To take a proactive role in feeding the experiences and insights of the West Africa Regional Office into the implementation of Oxfam GB’s global Gender Equity Policy, with a view to enhancing organizational knowledge on gender mainstreaming.

• To liaise close with key resource persons in head office, Oxfam International and outside Oxfam GB in order to contribute to Oxfam GB’s organisational knowledge on gender mainstreaming, and gender and development issues more widely.

• To visit and assess programmes and to provide concrete support in improving gender elements.

SKILLS AND COMPETENCE:

Demonstrated skills and experience in supporting others in mainstreaming gender equality goals in program design, implementation, monitoring and evaluating in development and/or humanitarian contexts.

Excellent gender analytical skills at both programme and policy levels. Specific expertise on gender issues in relation to humanitarian work, essential services, livelihood and private sector highly desirable. Knowledge and understanding of gender issues in relation to organizational development is also an advantage.

• Skills and experience in capacity – building methodology, for instance mentoring, coaching or training, participatory facilitation / training skills especially important.

• Excellent interpersonal and verbal communication skills, including the ability to act as an effective internal advocate on the need for gender equity, and confidence in working with people from a range of countries and cultures.

• Ability both to liaise effectively with individual members of regional staff and to function as a member of the regional programme management team.

• Experience in working on gender issues in Africa.

• Sensitivity to issues of gender and diversity, especially in relation to African cultural contexts. Specific understanding of analyzing gender and diversity issues in West Africa highly desirable.

• An excellent working knowledge of English and French essential
