Job Title:Team Leader

Duration:Three-year secondment

Operating under broad guidelines and with independent authority, the Team Leader effectively controls and ensures that all information received at and gathered by the Command and Co-ordination Centre is efficiently processed, and that assistance to transnational police, anti-crime and disaster response co-operation is provided 7 days a week, every day of the year, in English, French, Spanish and Arabic. Acting as front-line information and reaction manager, the Team Leader manages and supervises the activities and output of his/her unit and takes key operational decisions on all matters coming to the attention of the Command and Co-ordination Centre. The Team Leader is the focal point of contact for a multitude of users.

Primary Duties

Under the supervision of the Team Coordinator, the incumbent performs the following duties:

1 – Direction

  • Achieve information dominance
  • Continually assess the global situation in terms of crime and crisis, and in line with unit workload and organizational strategy
  • Determine priorities for the Unit's focus on a daily level, and within a constantly changing environment
  • Utilize external sources for the acquisition of relevant information in order to maintain the high level of expertise required to support the direction and activities of the unit
  • Maintain an internal and international network of experts in the relevant area in order to ensure continuous exchanges on the most recent analytical outcomes and studies regarding operational trends, develop initiatives and network of colleagues and contacts to support work
  • Under the supervisors and in conjunction with the Team Coordinator and Assistant Director, develop new initiatives to support and improve the activities of the Unit

2 - Task Management

  • Allocate tasks reflecting daily priorities to all Operations Assistants (G6 & G7)
  • Identify issues of greater urgency and ensure that such issues receive the appropriate amount of staff and managerial attention
  • Take personal charge of some of the more sensitive or complex tasks
  • Ensure all tasks are carried through to their most appropriate conclusion
  • Ensure that field activities are adequately and thoroughly planned and managed and that they are carried out with full compliance with the organization and mission objectives
  • Conduct and co-ordinate operational cases under the direction of and in conjunction with the CCC Team Coordinator.
  • Make key operational decisions on all unit matters

3 - Operational Support

  • Provide sound advice and guidance to the Unit staff on a daily basis in order to support them in the performance of their duties
  • Identify operational or technical support required and co-ordinate delivery accordingly
  • Provide timely and adequate responses to specific questions, or advice sought by management, staff and outside parties

4 - Management of Outcomes

  • Review unit output and achievements
  • Monitor quality and timeliness of unit output in line with departmental priorities, standards and objectives
  • Report all Team activities and output to internal and external partners in daily and other Activity Reports
  • Escalate extraordinary issues for further attention, or matters giving cause for concern to senior management
  • Constantly seek to improve the quality of the Team output, taking appropriate action to achieve this objective
  • At the request of the CCC Team Coordinator or Assistant Director, prepare or
    co-ordinate written studies that can encompass either a report on or statistics reflecting ongoing operational or analytical activities of the unit, or advanced trend identification in the areas of crime, crisis, field support, data protection, etc. to be used as a tool to orientate unit and organizational activities in light of the changing global situation and member counties' needs

5 - Staff Management and Training

  • Assist in identifying and monitor training needs of staff to ensure their continued development in line with Team and staff requirements
  • Act as a mentor for new staff and staff at Grade 7
  • Recommend staff for transition from Grade 7 to 6
  • Monitor and review all staff progress and conduct
  • Evaluate all Operations Assistants (G6 & G7) and write the Performance Assessment Report
  • Maintain and improve morale within the Team

6 - Presentations and Working Groups

  • Prepare and deliver high-quality professional presentations to audiences at all levels within the police and security sector including during meetings, training sessions, for visitors to the General Secretariat, and at external events in the relevant language
  • Participate in working group meetings and departmental meetings to constantly review and improve INTERPOL's tools, services and staff environment

7 - Other Duties

  • Any other duties as may be requested by the hierarchy.

Requirements
All candidates will be assessed on the under mentioned requirements.

Education/ Experience

  • First university degree (Bachelors Degree or equivalent) plus five years' professional experience in a relevant field, or at least 7 years' professional experience in areas such as information processing, civilian police/military training, international relations, political and social sciences.

Languages

  • Full proficiency in at least two working languages of the Organization

Computer knowledge

  • Computer skills (MS Office, Internet, experience of databases)

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

  • Work experience with law enforcement entities and/or in crisis management positions an asset
  • Experience of working in other international organizations, field missions an asset
  • Working knowledge of additional INTERPOL Official languages are an asset
  • Knowledge of a widely spoken language (Mandarin, Russian…) an asset
  • Management experience within a police environment is a bonus


Working Conditions

Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

This post requires occasional travel on missions, sometimes of a long duration and at a short notice.


* The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore or Lyon.
