THE MAASTRICHT UPPER AREA CONTROL CENTRE (UAC)
The Maastricht Upper Area Control Centre (UAC) is part of the EUROCONTROL Agency and is tasked with the provision of air traffic control (ATC) services to civil air traffic in the upper airspace over Belgium, Luxembourg, the Netherlands and the north-western part of Germany.

Within the Maastricht UAC there is a unit, (Strategic Development and Management - SDM), which, together with the Director and the Deputy Directors of the Maastricht UAC, (members of the MMT) ensure that the Maastricht UAC is a leading ANSP within the Functional Airspace Block Europe Central (FABEC). The Maastricht UAC actively supports the States in defining institutional options to integrate it in FABEC structure.

JOB RESPONSIBILITIES
The successful candidate will be accountable to the Performance Manager and responsible for:

  • participating in the development and maintenance of Maastricht UAC's Performance Framework in line with the SES and FABEC Performance Framework;
  • participating in the development and maintenance of the action plan ensuring compliance with the various regulatory requirements such as SES and ISO: risk assessment, relevant documentation, AMC, etc.;
  • preparing accurate reporting on ATM performance related information and to prepare proposals for decision making corrective actions;
  • preparing, delivering and following-up of performance related information and data to Member States, National Supervisory Authority, Performance Review Board, and user consultation;
  • contribute to the Annual Report with regard to ATM performance related input;
  • providing support, advice and guidance to Maastricht UAC project managers in the preparation of business cases and cost benefit analysis including the assessment of the impact on Maastricht UAC Performance;
  • participating and contributing actively in the activities and deliverables required for performance assessment prior to development and after implementation of FABEC initiatives (preparation of cost benefit analysis on improvement projects and impact assessment on Maastricht UAC Performance after implementation);
  • supporting the Performance Manager in internal and external communications on performance related matters;
  • taking on other tasks as instructed by the Performance Manager;
  • deputizing the Performance Manager, as required.

REQUIRED PROFILE

  • Master degree in economics, or equivalent professional experience on a related subject.
  • Minimum of 1 year professional experience.
  • Experience with and knowledge of making cost benefit analysis, and making analytical assessments on cost related issues.
  • Knowledge of financial systems and relevant processes.
  • Knowledge of FABEC, and SES Regulation would be an advantage.
  • Analytical thinking and identifying critical and complex relationships.
  • Good presentation skills.
  • Very good communication, negotiation and interpersonal skills. Ability to work in a multinational and multicultural environment.
  • Focused on improvement of customer service.
  • Ability to take initiative and to work with a high degree of autonomy, and to plan, organize and monitor multiple tasks and projects.
  • The working languages of the Agency are English and French. For this particular post, candidates must have an excellent oral and written command of the English language, Knowledge of Dutch, German and /or French would be an advantage.

ADDITIONAL INFORMATION
An initial selection will be made by a Selection Board on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited for assessment and interviews.

Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

The selected candidate will be offered an appointment for an undetermined period pursuant to the provisions of the Staff Regulations. Before being confirmed in the post, he/she will be required to work a probationary period of 9 months.

The selected candidate will be appointed in principle at the basic grade of the advertised job bracket.
