Cardno Emerging Markets (Australia) Pty Ltd, as the support contractor for the Pacific Leadership Program, a regional initiative of AusAID, invites you to submit a tender to perform the services outlined in the attached documentation.

Tenderers are responsible for the submission and delivery of their tender and for ensuring sufficient time for lodgement, including any time that may be required for any problem trouble-shooting and resolution prior to the Closing Time.

1. THE ASSIGNMENT
Evaluation of the Gender Equality in Political Governance (GEPG) Programme
A. Background
The GEPG main development goal is to advance gender equality in political governance in the Pacific. Its principal objective is to increase political participation by women as active citizens and leaders. GEPG aims to move women into the mainstream of political life, by empowering them to become better informed and educated about political systems and more able to organize, represent themselves, and to advocate and dialogue effectively for the adoption and implementation of laws, policies and budgets to advance gender equality in the structures and systems of governance.
GEPG responds to a rapidly increasing demand emerging among gender advocates in the Pacific region for:
1) Technical knowledge on electoral systems and the reforms required to achieve effective incorporation of gender equality in parliamentary, local government and electoral laws, institutions and processes;
2) Knowledge and skills transfer to enable gender equality advocates in civil society organizations (CSOs), local and national governments, media and institutions to inform citizens about the basics of representative democracy, good governance and the role and conduct of elections, as well as to support people’s demand for more representative, inclusive and gender responsive governance at national, local and community levels, based on the principles of equality and participation of all citizens.
The Purpose of the Evaluation is to assess the impact achieved by supporting national commitments to increase women’s political empowerment and participation as active citizens and leaders in (up to 15) Pacific Island States.

E. Estimated schedule
The estimated start date for the Evaluation is December 2011. Please refer to the attached Terms of Reference for further details of the timeline and duration.

Payments will be made progressively associated with the approval of assignment deliverables. Please refer to the attached Terms of Reference for details of the deliverables.

2. TENDER PROCESS
A. Assessment of tenders
Tenders for this assignment will be assessed by a selection panel. The assessment will be based on the information provided in each tender that complies with this Invitation to Tender.
The tenderer’s technical capacity to undertake the assignment will account for 80% of the overall score.
The tenderer’s financial proposal for the assignment will account for 20% of the overall score.
Further clarification of your tender and an interview may be requested at the discretion of the selection panel.
B. Technical assessment (Parts A, B and C)
Technical assessment of the tenders will account for 80% of the overall score. Technical assessment will be based on the selection criteria outlined below, and the tenderer’s proposed approach to the assignment.
Please provide the following documentation in your technical proposal:
o Part A: Statement against each of the selection criteria below (no longer than 10 pages in total), including your proposed approach to this assignment.
o Part B: Curriculum Vitae of all nominated personnel, including contact details for 2 referees (no longer than 4 pages each).
o Part C: 1 or 2 examples of previous evaluations.
Selection Criteria: The 4 criteria listed below should be addressed in Part A of your tender. (Evenly weighted within the 80%)
o Demonstrated understanding of the key issues being addressed by the GPEG programme and the objectives of this Evaluation (20% of the total evaluation)
o Demonstrated ability to design Evaluation methodology (20% of the total evaluation).
o Appropriateness of your proposed approach to this assignment, including adequate resources and scheduling (20% of the total evaluation).
o Relevant skills, experience and expertise of the Evaluation team members (submission of 1 or 2 previous evaluations), including team balance (20% of the total evaluation).
Technical proposals should be in no smaller than 12 point font, with 2.5cm margins, and not exceed the page limits specified above.
C. Financial assessment (Part D)
Financial assessment of the tenders will account for 20% of the overall score. Financial assessment will be based on assessment of the tenderer’s proposed fees, adequacy of the resourcing, and value for money.
Please provide a detailed financial proposal (Part D) for the costs involved in undertaking and completing this assignment. This costing will comprise:
• Daily remuneration rates for the personnel nominated to undertake the assignment.
• An estimate of the Support Costs.
• A Management Fee.
Daily Remuneration Rate is the actual fee payable on a ‘working day’ basis to a short-term adviser for days worked that forms the adviser’s income. This is before any supplemental payments or deductions are made to or from their daily remuneration.
‘Working days’ are the actual days worked including travel days. ‘Working days’ may include days worked on weekends and public holidays only if approved by Cardno.
The daily remuneration rate must comply with AusAID’s Adviser Remuneration Framework. The Adviser Remuneration Framework category for the technical expertise required for this activity is at Discipline Group C, Job Level 3. Other team members are classified as national engagements. Tenderers are advised to familiarize themselves with the Adviser Remuneration Framework – information can be found at:

Support Costs include costs that are directly attributable to the adviser position which are not paid directly to the individual adviser as part of their daily remuneration rate. For example, standard medical insurance, provision of communications support, work-related acquitable accommodation allowance (per night in-country and enroute), non-acquitable travel allowance (per day in-country and enroute), security, mobilisation / demobilisation costs.
Support Costs will be paid on a reimbursable basis at cost. For short-term advisers, accommodation and travel allowances are fixed and prescribed by AusAID for each country. All other out of pocket expenses relating to a short term assignment (e.g. transport, accommodation, communications, airfares) are reimbursed at cost up to a prescribed limit.
Management Fee may cover the following items: profits, including commercial margins and mark-up for personnel and project management; financial management costs; costs of Contractor administrative and head office staff, including the cost of a Contractor Representative, if any; costs associated with establishing and maintaining premises and equipment, including utilities; insurance costs as required by this Contract, but exclusive of the costs of medical insurance for Advisers; taxation, as applicable; costs of complying with the Contractor’s reporting and liaison obligations under this Contract; costs associated with all personnel briefings; costs associated with any subcontracting and procurement of goods and services; costs, including domestic and international travel, accommodation, per diems, and local transport costs where required for Contractor Head Office personnel; any other overheads required to perform the Services; any escalators; and any allowance for risks and contingencies.
Note the following definitions apply to the various components that usually make up the Management Fee:
• Profit is the pre-tax return on capital invested by the shareholders of the contractor and is calculated as a percentage of the summation of the basic monthly salary, the salary on-costs and the overhead costs. A fee for profit of 10 percent, depending on the magnitude of these component costs is considered usual. A profit component is only chargeable by firms.
• Direct overheads represent the portion of the contractor’s non-remuneration costs or other costs that are directly attributable to the assignment.
• Indirect overheads (sometimes referred to as general or company overheads and is only chargeable by firms) represent the portion of the contractor’s non-remuneration costs or other costs that are not directly attributable to the assignment.
The Daily Remuneration Rates, Support Costs and Management Fee must be consistent with the provisions of AusAID’s Adviser Remuneration Framework.
The financial proposal should be provided in the format provided in Table 1. All costs should be expressed in Australian dollars.

3. TENDER CONDITIONS
Cardno Emerging Markets (Australia) Pty Ltd reserves the right in its absolute discretion at any time to; terminate this Invitation to Tender or cease to proceed with the process outlined in this documentation; suspend or vary the Invitation to Tender process or any part of it; terminate any negotiations being conducted at any time with any tenderer for any reason; require additional information or clarification from any tenderer or anyone else or provide additional information or clarification; negotiate with any one or more tenderers and allow any tenderer to change its tender; reject any tender received after the Closing Time; and consider and accept or reject any tender that does not comply with this Invitation to Tender.
The tender shall remain valid for 90 days after the date of submission of the tender.

4. DISCLOSURE AND ACKNOWLEDGEMENT
You must identify whether to the best of your knowledge after making diligent inquiry, at the date of submitting this tender, any matter that may materially affect the performance of the contract, including but not limited to:
• Any security, probity or integrity issue, including current or pending investigations or enquiries by any government, law enforcement, or regulatory body, into the company (including its directors, officers, employees, agents, contractors, partners, associates and related entities).
• Any unsettled judicial decisions against the company in respect of unpaid employee entitlements.
• Financial capacity and viability of the company.
You must identify whether to the best of your knowledge after making diligent inquiry, at the date of submitting this tender, if a ‘conflict’ exists or appears likely to arise in the performance of the services. (Note that a ‘Conflict’ may exist if any of your personnel have a relationship - whether professional, commercial or personal - with the personnel involved in this program or a relationship exists with, or has obligations to, an organisation which would affect the performance of the services or would bring disrepute to any of the parties involved in the Program.

5. COMPLIANCE WITH LAWS, GUIDELINES AND POLICIES
If the Assignment includes research with or about people or their data, (“Human Research”), it must present written evidence of compliance with relevant ethical guidelines and obtain all necessary ethics approval for the conduct of such research.
(a) The Australian “National Statement on Ethical Conduct in Human Research” (Australian Government, 2007) outlines principles of ethical conduct in human research. All AusAID-funded assignments must, as a minimum conform to these principles. In addition, the “Australian code for the responsible conduct on research 2007” provides important principles of responsible research practice. No person shall become the subject of research supported by AusAID without his or her competent, voluntary, and informed consent.
If ethics approval is required for Human Research, it must be obtained prior to the commencement of data collection. Written confirmation of ethics approval (including denial of approval) must be provided to Cardno Emerging Markets (Australia) Pty Ltd as soon as it is received by the Organisation.
(a) Ethics approval requirements in the research project target location (country / countries) must be taken into consideration and met.
(b) If ethics approval is either not sought or is denied, Cardno Emerging Markets (Australia) Pty Ltd reserves the right in its absolute discretion to terminate the Assignment.
