GLOBAL WASH CLUSTER RAPID ASSESSMENT COORDINATOR

CARE is seeking a talented Global Wash Cluster (GWC) Rapid Assessment Coordinator. This position will represent CARE on and lead a three-person multi-agency Rapid Assessment Team (RAT) for a pilot project of the GWC. The purpose of the RAT is to fill the critical need for timely, systematic, rapid and thorough water, sanitation and hygiene (WASH) needs assessments of the entire affected population at the beginning of large rapid onset emergencies. The Coordinator will likely plan and implement about six anticipated initial assessments of emergencies over the course of 18 months and build capacity for multi-agency comprehensive and coordinated assessments so the latter will continue after the project concludes.
A large component of this position is deploying to a rapid onset emergency setting to plan and implement initial WASH needs assessment to improve the timeliness and effectiveness of humanitarian response. A comprehensive and coordinated WASH needs assessment utilized by the organizations means that organizations’ resources can be directed towards those most in need of water and sanitation services and resources previously allocated to piecemeal assessments can instead be directed towards the response overall. During non-deployment, the job holder will build assessment capacity with WASH Cluster agencies and other agencies and prepare for future assessments. The tools and information management developed will assist WASH sector in-country agency staff and host governments of disaster-prone countries to respond more effectively to future water and sanitation emergencies. The sharing of these tools and protocols and staff capacity building has the potential to fundamentally change the way WASH emergency responses are planned and implemented. Required Skills: • Degree or Diploma in Water/Sanitation, Civil Engineering, Public Health, or in a Community/Social Development field; • At least 5 years experience working with disaster-related Water/Sanitation interventions • At least 3 years experience in field programs; • Leadership and coordination skills; • Analytical thinking; • Good communication and presentation skills; • Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training; • Proficiency in Windows 2007. Desired Skills: • Adult training skills; • Knowledge of French, Spanish, Portuguese, or Arabic.
