Welthungerhilfe (former GAA) and GRET are humanitarian and development organisations running projects in the fields of Basic Needs, Food Security, Agriculture and Livestock, Water & Sanitation, Rehabilitation of Social Infrastructure, and Community in various regions of Myanmar.

Title : CAEDP Coordinator No. of Position: 1 Direct Supervisor: Head of Project Duty Station: Welthungerhilfe Office in Bogalay, Ayarwaddy Division.
Closing date: 20.10. 2011 Starting date: 01.11. 2011 Contract duration: Till end of 2011 with possible extension

General:
This position is designed to support both Organizations Welthungerhilfe and GRET. Administrative accountable to the holder of the position is the HoP of Welthungerhilfe

Subject related duties

• CAEDPs are Community Agro Economic Development Platforms to be developed in defined project areas of Welthungerhilfe/GRET intervention area • Study current setup and status of existing Village Committees • Evaluate committees and their potentials as a basis to identify best locations for setting up the platform`s.

• Develop ideas on how to improved access to quality agriculture inputs to villagers • Support of the villagers in setting up of 15 CAEDP`s, based on existing Village Development committees • development of verifiable selection criteria for the determination of the future platforms • Preparation of feasibilities for modernizing food processing facilities • Development of models of ownership with the aim of the joint use of capacities • Development of opportunities for cooperation between producers, processors and regional market.

• Support platforms in developing consultation capacities in all fields of agriculture (Crop farming, animal husbandry, fishery, vegetable production etc.

• Support CADEP `s in the preparation of business planning as well as work plans • Support platform villages in publicity and develop commercial relationships to agricultural service providers • Develop simple monitoring systems to enable beneficiaries to monitor activities and progress themselves at Platform level.

• Provide technical guidance and creative approaches to project staff, enable field staff the training of villagers (ToT)

• Support and train field staff in the processing, analysis of the validity and interpretation of collected information • Prepare and support evaluation missions carried out by external staff • Develop indicators and organize regular data collection to have at any time an overview about the situation and the on-going development in the sector Project Cycle Management • Prepare and contribute to development of annual work plans • Plan independently, together with the respective supportive staff, resulting in preparation of monthly and quarterly work plans.

• Responsible for regular monitoring of project activities and problem solution if necessary • Make recommendations for improving/adjusting the project approach and develop new project ideas based on data at hand • Collaborate closely with senior field staff • The holder of the position will be under direct technical management by Welthungerhilfe and GRET Head of Projects Reporting • Regular (monthly) reporting on project activities, achievements, progress, problems and assumptions • Reporting and case studies on particular project activities following the project approach • Contribution to detailed biannual and annual reports to the donors • Overall responsibility for appropriate documentation of all project activities and use of provided materials • Define indicators for impact measurement, evaluate and document on regular basis progress of activities and their impact.
External Coordination • Co-ordination with other organizations working in the same area and in the same sector • Coordinate with relevant local and government authorities • Taking care of project visitors, short-term consultants and evaluators • Participation in public relations and fund raising activities for the project Others • Any other additional responsibility, in co-ordination and agreement with the Welthungerhilfe Project Manager that might come up during project implementation Requirements:

• University education as agricultural economist (background preferable with knowledge/experience in rural development), or relevant long term professional experience,

• Profound knowledge in institution building • At least 5 years of relevant experience • Knowledge in planning, implementing and supporting small agro-processing facilities • Very good communication, co-ordination and organizational skills • Very good working knowledge in English • Good knowledge in formal project planning (PCM) and participatory tools (PRA, etc)

• Good knowledge in computer use (office package, data evaluation software would be advantage)

• Prepared to work in the field and work above normal work hours • Flexible, independent, show initiative, able to work in team • Self-confident personality, ability to lead a team, negotiate with government authorities and represent project interests • Willing to work in a young and motivated team
