SUMMARY: Counterpart International is seeking a Program Coordinator (PC) for its Niger 5-year USAID-funded Multi-Year Assistance Program (MYAP); currently entering its 3rd year of implementation in the departments of Goure and Maine Soroa in Zinder and Diffa regions. The program focuses on strengthening resiliency against chronic food insecurity vulnerability of individuals, households and communities to food security shocks, with a focus on smallholder farming households. The program also intends to improve health and nutrition among women and children. As a field-level manager, under the supervision of the Country Representative, the PC will be responsible for program management including: (a) implementation, monitoring & evaluation, daily operations, finances and technical program staff supervision; (b) reporting to Counterpart Headquarters, USAID, the Government of Niger and local partners; (c) upon designation s/he will fill the position of “Acting Country Representative” during temporary out of country absences by the Country Representative. The position will be based outside of Niamey. Other key responsibilities include:

DUTIES AND RESPONSIBILITIES: • Oversee and monitor all program activities and related procurements ensuring transparency and compliance with donor regulations and procedures. • Ensure effective management of program funds through budget revisions and monitoring. • Participate in commodities management and ensure accurate reporting of all commodities received for the MYAP food aid component. • Assist the Country Representative and technical managers in leading, promoting and directing Counterpart’s Niger program. • Coordinate and maintain efficient partnerships with local partners associated in the program implementation. • Contribute to program development with respect to opportunities for program expansion in Niger and/or in the region. • Complete other duties and responsibilities as assigned. • Other administrative duties and special projects as needed.

QUALIFICATIONS: • Advanced degree in nutrition, agriculture, international development or related field of study. • At least 5 years of professional experience in international development, preferable in the field of nutrition. • Proven capability in technical, personnel, and program management. • Knowledgeable of USAID rules and regulations including Regulation 11. • Excellent communication and interpersonal skills, including written and oral English skills. • Proficiency in French is a REQUIREMENT. • Ability to work in a team and under pressure in a complex environment. • Prior experience managing USAID funded MYAPs, development programs with a focus on • Nutrition and experience working in Sub-Saharan Africa. • Prior management of programs involving monetization and commodity management. • Grasp of Niger political, social, and economic issues, culture, environment and development setting is desirable. • Ability to speak one or more local languages.
