Program Manager - MENA Region

Position Summary
The Program Manager will develop and manage all program aspects for a portfolio of regional programs to include strategic design, program design, oversight of program activities, backstopping field offices, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration.
Some Duties and Responsibilities
  • Develop program strategy, and assist with managing overall strategy and regional programs
  • Design, manage, and supervise all programmatic aspects of multiple grants including work plan development, identifying consultants and sub-grantees, organize trainings and other activities, monitoring and evaluation, budget management, reporting, and backstopping field offices
  • Anticipate programmatic administrative, and financial needs, and take appropriate corrective action
  • Travel as required, and manage all travel logistics for self and others as appropriate
  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreements are met
  • Identify opportunities for new programs; design and develop program concepts for proposals, write proposals and prepare budgets
  • Serve as the point of contact and speak with authority on Freedom House programming in assigned regions/thematic area with donors, with delegations, at informational interviews, and other external meetings
  • Design and implement advocacy activities in conjunction with field offices, program beneficiaries, partners, and other stakeholders as necessary
  • Recruit, select, and train, assign, organize and supervise work of interns, PAs, SPAs, POs and field staff as required; provide timely and frequent performance feedback

Qualifications


  • Master’s degree in political science, international relations, or related field
  • 8 – 10 years of directly related experience
  • Strong ability to communicate effectively in English both orally and in writing
  • Ability to communicate effectively in Arabic or French is strongly preferred
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion, expertise in democracy and human rights issues in MENA region
  • Proven ability to write effective proposal, reports, procedures, complete required forms, and maintain complete and accurate documentation
  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes
  • Strong program management skills from design through implementation, evaluation, and close-out
  • Strong ability to plan, organization, prioritize work, and multi task to meet tight deadlines
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership
