Program Officer, RGP Yemen

SUMMARY: The Program Officer (PO) will be responsible for maintaining regular contact with, and providing general support to field staff under the supervision of the Senior Program Manager (SPM). Working from Counterpart’s US headquarters, the Program Officer will provide backstopping and assist in the oversight of program implementation, as well as provide strategic and technical assistance to help achieve program objectives for our Yemen programs. The PO will also provide the team with significant support in writing reports for USAID and project briefs.

DUTIES AND RESPONSIBILITIES: • Provides primary backstopping to SPM and field team during the launch of new field programs • Assist program staff in arranging for travel to the field, prepare and file travel expense reports. • Prepare and submit all financial requests and reports from field and partners. • Arrange and coordinate conference calls and meetings between HQ, field and donors & provide meeting minutes. • Assist in the administration of ongoing program activities from headquarters • Provides primary support on program reports and outreach material, conducts research and analysis for knowledge management activities and reporting deliverables to donors • Closely collaborates with field team, finance and administration, and program staff in conducting proactive financial backstopping and budget tracking • Assists with the review of program work plans and performance monitoring and evaluation plans • Assists SPM with drafting of scopes of work for consultants; prepares consulting agreements and reviews consultant reports • Compiles, distributes and integrates program best practices, lessons learned, success stories and impacts in other programs and institutionally; liaises with Communications team for program outreach purposes • Prepares briefing material/program highlights/reports on civil society in the Middle East for interested parties; funders, donors, academic circles, key decision makers and development professions • Represents Counterpart at professional forums, workshops, events related to the Middle East, conferences and other events. • Other duties as assigned

QUALIFICATIONS: • Works closely as part of the management team for Middle East programs. • Bachelor’s degree in political science, international relations or related field; • Minimum of 3-5 years of previous work experience preferably in international development; • Minimum of 2-3 years of experience backstopping USAID-funded programs; • Strong internet and computer software skills, including MS Office Suite programs, and web-based research tools; • Strong written and verbal communication skills, writing sample required; • Ability to work in multi-cultural and lingual settings; • Ability to multi-task and work under pressure with attention to detail; and • Strong inter-personal skills. • Fluency in written and spoken English; Arabic skills desired but not required. • Familiarity with USAID and/or other governmental agencies and previous experience working in the non-profit sector strongly preferred.
