Senior Portfolio Management Specialist, Manila

Job Purpose:
Expected Outcomes:
- Periodically review and report on the progress of project and program implementation, compliance with covenants, and the achievement of desired development impact.
- Undertake periodic reporting on the performance of the portfolio in general.
- Conduct portfolio reviews (i.e. quarterly portfolio performance review, and joint country portfolio performance review).
- Identify causes for shortfalls in performance and alternative action items needed to address implementation problems.
- Liaise with multilateral and bilateral aid agencies, including for improvement of project portfolio management and other project administration matters.
b. Project Management
- Provide support for the design and processing of loan and technical assistance (TA) projects.
- Administer delegated loan and TA projects.
- Head the KYRM Results Management Unit and coordinate within the PAU network.
- Provide functional oversight to project officers at the RM to ensure proper staffing, timely implementation and performance reporting of loan and TA projects.
- Coordinate and liaise with ADB HQ staff and counterparts in executing agencies on matters related to project implementation and administration as necessary.
- Undertake the required measures to facilitate project implementation and resolve implementation problems.
- Ensure quality and consistency of reports and outgoing communications related to the RM's portfolio management
c. Policy and Project Evaluation
- Inspect quality of project field operations, with focus on problem or potential problem projects.
- Provide information and in-depth analyses for the review and improvement of project administration policies and practices.
- Coordinate activities for the harmonization of policies and practices related to project implementation among other development partners.
d. Country Strategy and Programming
- Provide information and in-depth analyses for country programming activities in terms of portfolio review, updating and assessment.
e. Knowledge Sharing
- Provide advice on ADB policies, guidelines, practices on project administration with internal and external stakeholders.
f. Staff Supervision
- Take the role of portfolio management team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
Educational Requirements:
- Master's Degree, or equivalent, in Economics, Finance, Engineering or other related fields. University degree in Economics, Finance, Engineering or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in project processing and administration in different sectors.
- Excellent oral and written communication skills in English. Knowledge of Russian will be an advantage.

- International experience working in several countries
